- PRE-SOLICITATION NOTICE NOI-NIAID-2120698 NAICS � 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Data Sciences International, St. Paul, MN to procure a small animal telemetry PA-C10 System to assessment of physiological changes following infection as it relates to SARS-CoV-2 research.� The system includes the following items: Mouse PA-C10 Blood Pressure Transmitter and Accessories Telemetry Hardware Ponemah 6.51 � Full Acquisition and Analysis License. Includes a Windows 10 Desktop PC Ponemah 6.51 � Post Acquisition Analysis Only License for use on an office/lab computer Professional Installation and Training The Rocky Mountain Laboratory (RML) Laboratory of Bacteriology (LB) Immunity to Pulmonary Pathogens Section elucidates the mechanism by which highly virulent pathogens, including SARS-CoV-2 (the causative agent of COVID-19), modulate host immune responses and physiology to cause disease. While there have been a number of animal models that successfully assessed acute infections with SARS-CoV-2, models that are designed to determine the physiological changes that result in �long COVID� have been more difficult to design.� We have a potential model of �long COVID� using the k18-hACE2 mouse model.� To confirm and utilize this model we must be able to measure physiological changes, i.e. breath rate, blood pressure, activity, in the same animal over time.� Telemetry systems are designed for this specific purpose.� Due to study design, the animals we are using weigh less than 22 grams.� Data Science International (DSI) is currently the only company that markets telemetry devices capable of measuring blood pressure and activity in animals that weight less than 20 grams.� The Place of performance is 903 S. 4th Street, Hamilton, MT� 59840. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2120698) to Dana Monroe at dana.monroe@nih.gov, by Monday, April 4, 2022 by 5:00pm EDT. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
