- NAICS Code: 611310 The U.S. Forest Service, under the authority of the FAR Subpart 13.5 authority of 41 U.S.C. 1901; (modified FAR 6.302-1), intends to issue a firm fixed price, sole source purchase order to RECTOR & VISITORS OF THE UNIVERSITY OF VIRGINIA for Benchmark Progress Report for the National Ten Year Urban & Community Forest Action Plan. The USDA Forest Service S&P Urban and Community Forestry Program is required to support our congressional Federal Advisory Council (National Urban and Community Forestry Advisory Council, NUCFAC) in completing their work.� One of the Council duties is to create a National Ten Year Urban and Community Forestry Action Plan (2016-2026)(Action Plan) and report out on the progress of the Action Plan.� It is now the midterm benchmark period to do a progress report for the Action Plan. The University of Virginia Institute for Engagement & Negotiation was the original developer of the Action Plan for the Council.� Our Advisory Council is currently �administratively inactive� from the last administration and is in the process of being reestablished, which will take a while and would not be able to initiate this Action Plan Review. We are fulfilling the requirement and requesting the original entity that created the plan to perform the required benchmark progress report and any additional future reporting for this Action Plan. The University of Virginia Institute for Engagement & Negotiation is well versed on the background and intent of this Action Plan.� They would be able to quickly assess and determine the progress in implementing the plan and identify any gaps that need to be address for the remainder of the action Plan�s term.� A new third-party vendor would take too long to begin to understand the background and intent of the plan and the Forest Service staff who is assisting in the day to day implementation most likely may not be able to identify some gaps or suggest course redirection / amendments to the plan.� The Action Plan Benchmark progress report is to be ready to submit to the Council when they are reestablished, FS leadership; the Secretary; and to applicable members of Congress by the end of June. Full and Open Market Research was not conducted since the expertise, knowledge, and efficiency lies with the original entity that created the Action Plan. We will be utilizing the original entity University of Virginia Institute for Engagement & Negotiation, to provide any addition reporting requirements, amendments, and support documentation to this plan.� Any new or separate plan will be competed and/or solicit several bids to perform future new or separate work as was conducted when this (2016-2026) plan was solicited. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Contractor selected is capable of supplying the requirements because of their experience within this field of study and have the necessary skills to adequately provide these services. Contractor selected also has explicit and intimate knowledge of the specific project for which those services are required. Notwithstanding, interested parties who believes they are capable of meeting Forest Service requirements as stated herein may submit a response that shows clear and convincing evidence that competition would be advantageous to the Government in future procurements. This notice is not a request for competitive proposals or a solicitation of offers. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
