- Maintenance Dredging of Hudson River, NY City to Waterford, NY, Federal Navigation Project � Port of Coeymans Market Survey Background Information The New York District (NAN) of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Hudson River, NY City to Waterford, New York, Federal Navigation Project.� The dredged material will be transported to and placed into a government furnished upland dredge material placement site.� The proposed maintenance dredging will remove approximately 64,000 cubic yards of critical shoals from the Port of Coeymans dredge area.� Dredging will be required to a depth of -32 feet Mean Lower Low Water (MLLW) plus 1-foot allowable overdepth.� The dredged material is expected to consist primarily of sand and silt. Due to the conditions found in the water quality certificate, the proposed work may be performed by utilizing a mechanical dredge with a closed clamshell environmental bucket.� Additionally, multiple barges and tugboats will be needed to perform the work during the dredging and unloading/placement operations.� All necessary permits required for the dredging and dredged material placement (other than the NYS PARKS permit for equipment transport through Schodack Island State Park; the contractor must coordinate directly with NYS PARKS) will be provided by the government.� The contractor will be required to meet all conditions pertaining to the dredging and dredge material placement as specified in these permits. The contractor will also be required to prepare the existing dredge material placement site, including existing earthen containment dikes, and weirs, prior to the placement of any dredge material.� Water Quality restrictions preclude performing any in-water dredging work outside of the window provided in the contract.� To successfully complete the dredging of the required material within the contract�s in-water work window, the contractor must be prepared to maintain a minimum average daily dredging production rate of 703 cubic yards of pay material.� Maintaining an acceptable production rate will be critical to the successful completion of the contract work and will minimize the duration of impacts to ship traffic using the Port of Coeymans, Port of Albany and the Federal Navigation Channel at the dredge area. The majority of the proposed work is anticipated to take place between ��August and December 2022, with all of the in-water dredging work commencing no earlier than September 1st 2022. The work is currently estimated to cost in the range of $1,000,000 to $10,000,000. SURVEY OF THE DREDGING INDUSTRY The following is a confidential survey questionnaire designed to apprise USACE of prospective dredging contractors� project execution capabilities.� Please provide your response to the following questions.� All questions are in regard to the maintenance dredging of the Hudson River, NY, Federal Navigation Project. General Have you ever worked on dredging jobs similar in nature to this project?� If so, please describe the project and for whom the work was performed.� Identify a point of contact and phone number, if possible. What percentage of work (volume of material dredged, transported, dewatered processed, and ultimately placed) can you perform with your own equipment or equipment owned by another small dredging contractor? Have you performed dredging within the deep draft waters of the Hudson River, NY, Federal Navigation Project? Would you be willing to bid on the project described?� If the answer is No, please explain why not? Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? Is there a dollar limit on the size of contract that you would bid? What is the largest dredging contract, in dollars, on which you were the prime contractor? What is your bonding capacity per contract?� What is your total bonding capacity? Equipment What type of dredge equipment do you own and / or operate that is suitable for the work described?� Do you own a closed environmental clamshell bucket?� Please list each piece of equipment capable of performing each type of work described, i.e. dredging, transportation and final disposal of the material. �For each dredge that you list, please specify its bucket size(s), and any other salient characteristics. Identify which dredge(s), including support equipment (tug, scows, etc.), you would employ on this project.� Also, for each dredge, identify the digging depth. How many material scows do you have available for use?� Please list the name of the scow, its type, and the capacity. Do you have experience with the placement of dredged material in upland placement sites?� Do you have any experience operating hydraulic unloader equipment/systems to rehandle the dredge material from a scow/barge, and pump it into an upland placement site?� If so, do you own or would you rent this equipment?� If not; would you utilize a subcontractor? Please list any history with the dredging and placement of non-HARS material.� Also list the processing and placement sites used to place the material.
