Global Antiterrorism Training Assistance (GATA) Training Delivery Program 19AQMM22R0130 Sources Sought Notice Description: THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED REQUIREMENT. PARTICIPATION IN THIS REQUEST FOR INFORMATION IS VOLUNTARY. NO COMPENSATION WILL BE PROVIDED. The purpose of this Sources Sought Notice is to accomplish market research pursuant to FAR Part 10, Currently, there is no solicitation package available. This notice is issued solely for information and planning purposes and does not constitute a(n) Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP). Additionally, there is no obligation or commitment on the part of the Government to acquire any products or services described within this notice now or in the future. The Government does not intend to award a contract(s) based solely on the responses to this notice. Respondents are advised that the Government will not pay for information submitted in response to this notice, nor will it compensate respondents for any costs incurred in the development/furnishing of a response. The Government will not entertain telephone calls or questions regarding this notice. Please note that a decision not to submit a response to this notice will not preclude a vendor from participating in any future solicitation. The Government will not provide a debriefing on the results of this Sources Sought. All information submitted will be held in a confidential manner. This Sources Sought is issued for the following purposes: ��� �Receive industry comment on Attachment 1: Draft Statement of Work (SOW) and selected excerpts. ��� �Determine market interest, feasibility, and capability of sources. ��� �Identify capable small business concerns that can perform this requirement or parts thereof. The Department of State, AQM, anticipates entering into multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts with an estimated combined value of $621 million. Submission Requirements Interested companies must demonstrate their ability to perform in accordance with the draft SOW by submitting a brief capabilities package consisting of no more than 10 pages in length.� Responses to this notice shall include the following: Questions: 1.�� �Company Information: Name, Address, Unique Entity Identifier (UEI) number (formerly DUNS), and Point of Contact for this information. 2.�� �Company Socio-Economic Status: Small, HUBZone, 8(a), etc. 3.�� �What is your company experience with working with the US Government? 4.�� �Does your company have any experience operating in a foreign country? Where? What kind of work? 5.�� �Does your company have, or have held in the past, a business license to do business in a foreign country? Where? 6.�� �What is your experience with managing multiple, complicated, logistically intensive programs overseas? 7.�� �Does your firm have experience with managing projects with like depth and breadth of functions as this project, including the ability to recruit sufficient qualified personnel? 8.�� �Does your firm have experience with parts of the requirement? If so which parts and what is your experience 9.�� �Provide evidence of your firm�s ability to recruit, retain and supervise staff in multiple locations, and to maintain low turnover ratios of staff and Key Personnel for large sized projects lasting more than two years. 10.�� �Do you anticipate using subcontractors or teaming arrangements, if any? Delineate between work to be accomplished by the prime, sub-contractors, and teaming partners; and percentage of work to be accomplished by the prime.� 11.�� �What parts of this requirement do you see as good subcontracting opportunities?� 12.�� �The Department of State�s overall subcontracting plan goal is 42% with the following breakdown:� SDB and 8(a) = 5% SDVOSB = 5% WOSB = 3% HUBZone = 3%� Does industry feel that those goals are realistic? �Please explain your answer. If not, based on your understanding of the requirement, what would you recommend as realistic overall subcontracting plan and socio-economic goals? Please list the percentage for each socio-economic program.� 13.�� �What do you see as risk areas associated with the draft statement of work that present excessive cost, schedule, or performance risks? Provide detailed information and suggested recommendations to eliminate, reduce or mitigate the risks. 14.�� �What type of activities would you include in a transition period? How long would a new contractor need to get up to speed?� 15.�� �A statement identifying if your company can accommodate a cost type contract and if you are CAS (Cost Accounting Standards) covered. 16.�� �Request industry input on how the Government should address teaming restrictions in the RFP? �Please explain your position. �Shall the Government restrict cross teaming? 17.�� �Does industry take exception to the Government publishing an �interested parties� list? Additional questions for Small Businesses: 18.�� �Provide a description of the company�s ability to manage large and small subcontractors in an efficient and cost-efficient manner while meeting the tasks of the requirement? 19.�� �Provide documentation of the company�s ability to obtain financing for a contract valued over $100M 20.�� �Include a brief statement of projects (contracts) relevant to the scope of work for GATA III and other relevant information such as teaming or joint venture partners. In addition, include proof of satisfactory past performance on the referenced projects.
