- Description
- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response and documents submitted in response to this RFI will not be returned. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will likely be synopsized on https://beta.sam.gov/. Potential offerors are responsible to monitor this site for additional information pertaining to this requirement. ELIGIBILITY: The Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC) invites participation from all those engaged in related research activities and appreciates responses from all capable and qualified sources including, but not limited to, universities, university-affiliated research centers (UARCs), Federally-Funded Research and Development Centers (FFRDCs), private or public companies, and Government research laboratories. The ACC ECD, on behalf of CCDC CBC is requesting information on new technologies that can support mission rehearsal and training. BACKGROUND: Traditional mission rehearsal requires a physical range that has been set up to mimic the area of interest, amenable weather and lighting conditions, and relevant terrain and temperature conditions. Additionally, some construction may be required to simulate targets (roads, buildings, etc) and some scenarios (like a clandestine laboratory) may require additional materials to accurately represent the expected adversarial technologies being employed. Range safety, availability and location can present additional challenges. Cost to transport troops, provision ranges, and collect data can also be significant. New mission rehearsal and training options may mitigate many of the traditional challenges. Extended reality technologies (i.e. augmented, mixed, and virtual reality technologies) are among many options that may be viable. ACC ECD is seeking information on extended reality technologies that can facilitate the simulation or representation of training and mission rehearsal elements. These elements can include, but are not limited to, the following categories: EXTENDED reality Categories: Environment Indoor environments (customizable) Subterranean environments (customizable) Outdoor environments (customizable) Image/data fusion to support generating environments Deployment options Dismounted operations Mounted operations Mission Types Sensitive site assessment/exploitation Area, route and zone reconnaissance Equipment modelling and responses Chemical detectors Biological detectors Industrial chemical detectors MOPP gear UAVs/UGVs Medical Counter Measures Mission variable simulations Non-player characters (both teammates and adversaries) Artificial intelligence implementations After Action Reviewng Recording ability Replay ability Multiple perspectives (1st person, 3rd person) AAR metrics and metric trackers Training element management Event initiation/triggering depending on user performance THE GOVERNMENT REQUESTS THE FOLLOWING INFORMATION: 1. Do you have any technologies that can support any of the categories above? 2. Do you have technologies that might enable or facilitate training in an extended reality (XR) environment by enabling participants from different physical locations to participate in a common XR environment in real time? If so, what would you recommend for the following functions? Communications methods for unclassified environments Communications methods for classified environments Alternatives to prevent need to transmit classified information 3. Synthetic/virtual environments that simulate a real-world location, including associated avenues of approach (roadways, etc), geographical features, interior spaces, and other relevant features would be helpful for mission planning and training. Do you have any technologies that enable quick generation of custom environments? How does it work, and is there potential to make it easy enough to use for non-specialists? 4. A synthetic or virtual environment may need to be populated with common elements (cars, military vehicles, desks, chairs, storage containers, etc). How would you recommend making these elements available to the environment? Is there already a standard or widely adopted method of doing this? 5. Our goal is to provide alternative methods for training and mission rehearsal to help our Warfighters. Other than the topics specifically identified above, are there other areas we should be aware of, and what do you consider to be the greatest challenge associated with this? 6. Are there any data rights or intellectual property concerns that we should be aware of? 7. Is there any information that is confusing or needs to added, as the Government wants to ensure our requirement is understood to the maximum extent picable? 8. Is your company a Large or Small business? Please provide Small Business Status if not stated on capabilities statement. 9. Are there any industry standards that should be followed in generating XR training/mission rehearsal platform? SUBMISSION GUIDELINES: Please provide a Capabilities statement or a Brief Narrative/video/powerpoint presentation with your response to any of the above. The response date for this market research is 2 May 2022. No telephone calls will be accepted, but based on number of responses, this RFI may be followed by an industry Day or other. All responses to the RFI may be submitted via email to the Contract Specialist at jessica.r.green-farley.civ@army.mil or the Contracting Officer at brian.e.mazen.civ@army.mil. QUESTIONS OR REQUESTS FOR CLARIFICATION: Only electronically submitted questions and requests for clarifications regarding this RFI will be accepted. No telephone calls regarding this RFI will be accepted. Written questions and requests for clarification shall be submitted to the following email address: Contract Specialist jessica.r.green-farley.civ@army.mil or the Contracting Officer at brian.e.mazen.civ@army.mil no later than 3:00 PM Eastern Standard Time (EST) 2 May 2022.
