- Sources Sought Announcement for Indefinite-Delivery, Indefinite-Quantity (IDIQ) Architect and Engineering (A-E) Services Contract for a licensed land surveyor for the State of Puerto Rico and the U.S. Virgin Islands ****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: The United States Department of Agriculture Farm Service Agency (FSA) requires the services of a surveyor. The services are required to conduct a land survey to certify the measurements (acreage) of the farm in inventory of the Agency as required by the RE Taxes office (CRIM) to change the acreage and owner name. 2. NAICS:� 541370, Surveying and Mapping (except Geophysical) Services 3. PLACE OF PERFORMANCE: State of Puerto Rico and the U.S. Virgin Islands 4. ACQUISITION INFORMATION: The Government anticipates soliciting and awarding a target of one (1) Architect and Engineering (A-E) Services Indefinite Delivery-Indefinite Quantity contract to be procured in accordance with Public Law (PL) 92-582 (the Brooks Act) and Federal Acquisition Regulation Part 36. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Total Value of the Contract: The amount of work for this contract will not exceed $2,000,000.00 across the base and all option periods with a maximum limit per task order of $250,000.00. Work will be issued by negotiated firm-fixed-price task orders not to exceed these maximum limits. Performance Period: The contract will include a base period of three (3) years and two (2) option period (not to exceed one year), for a total contract performance period not to exceed five (5) years. Anticipated Award Date: The contract is anticipated to be awarded in the 4th Quarter FY22. 5. Project Description: The general scope of work includes, but is not limited to: Obtain legal boundary surveying services for the preparation of plot plans and land survey that are required from the CRIM Office to accurately determine acreage and to change the owner of the property to FSA. The Licensed Surveyor will provide: Measurement of Finca, which includes and to be presented in the plan result of the study: A. Measurement of the conditions of the property/farm as they exist; B. Location of fences and / or property boundaries as they exist and adjacent lots;��������� C. Location of any easement within and in the immediate vicinity of the study site; D. Location of lot structures to be measured; E. Presentation of all accesses to the property in studio; F. Location of service utilities within and in the immediate vicinity of the property such as A.A.A., A.E.E., Telephones etc., visible on the ground; G. The study will be Georeferenced to the Lambert NAD 83 State Flat Coordinate System (Epoch 2010/NA2011) and elevations to PRVD02 (MSL � Average Sea Level) Firms must provide services meeting all local laws and permitting requirements.� Firms shall be licensed and registered in the State of Puerto Rico.� Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to FSA and CRIM Office.� 6. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of A-E Firms who have the capabilities to complete and perform contracts of this scope and magnitude. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 7. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Response to this Sources Sought shall be limited to 6 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 6 page limitation):� Offeror�s Name, address(es), point of contact, phone number and e-mail address Offeror�s interest in responding to the solicitation when it is issued Offeror�s Cage Code,� DUNS number, and Unique Entity ID Offeror�s capability to perform a contract of this magnitude and complexity (include offeror�s capability to execute A-E licensed land surveyor services, comparable work performed within the past seven (7) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples that demonstrate: Experience working in Puerto Rico Offeror�s Joint Venture information or Teaming Arrangements Include Cage Code or System for Award Management (SAM) information/registration, if available 9. �RESPONSES DUE: All interested contractors should submit responses via email by 1400 HOURS Eastern Daylight Time on 04 April 2022.
