Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Thermo Electron North America LLC to purchase bioinformatics software (ProteomeDiscoverer) for the analysis of mass spectrometry proteomic data. HELD recently acquired a new high resolution accurate mass Orbitrap massspectrometer from Thermo Electron North America. The requested software isfrom the same vendor as the Orbitrap mass spectrometer, which ensures both data compatibility and technical support. The requested software includes twoindependent proprietary algorithms for providing orthogonal proteomics data outputs. This software will directly support ongoing work in the PIs lab for the analysis of proteomic samples derived from cell lines and animal models exposed to diisocyanates. This software will also directly support several new collaborations between the PIs lab and other labs within HELD. If the requested software is not purchased, then critical data analysis for proteomic samples from the Orbitrap mass spectrometer will either not be possible or yield less productive results due to software-data incompatibilities created using the older, 3rd party software. Additionally, the requested software supports proprietary workflows for using proteomics data analysis to directly guide subsequent follow-up experiments through the creation of automated mass lists that feed into method files. This type of proprietary workflow process is only available from Thermo Electron North America in its Proteome Discoverer software platform. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response should be emailed to qnt8@cdc.gov by 11:00 AM on 1 April 2022.
