Description
The future solicitation for the Port Monmouth Contract 5 be full and open unrestricted Invitation for Bid solicitation. Only the components described below will be sole source, if no other sources are identified that can provide an equivalent system. In the event no equivalent sources are found, the brand name only justification will be issued pursuant to FAR Part 6.302-1, Only One Responsible Source. A subsequent market survey will not be published in support of a Justification and Approval for sole sourcing. Supplies of the brand name component will be provided directly to the Contractor(s) and not to the Government� This notification serves three (3) purposes:� A. To notify potential Offerors of the Governments intent to solicit a brand name(s) only component for this project.� B. To identify potential sources that can provide an equivalent to the brand name only item.� ?C. Notification of the Army�s intent to solicit brand name components as described below.� (1) Tosi Box System (estimated cost = $22,000):� Port Monmouth Hurricane Storm Damage Reduction Project is a Civil Works project consisting of levee, floodwall, pump stations, and outfall structures in Monmouth County NJ. Facilities among multiple contracts combine to provide a continuous line of protection. Many of these facilities contain pump stations which are critical in providing interior drainage to the protected area when the system is closed to protect against storm surge from the Raritan Bay. Therefore, the pump stations functionality is critical to the overall project performance. The existing Port Monmouth pump station installed during Contract 2 utilizes Tosi Box, a proprietary security system. To achieve seamless integration as a project system, and for single point monitoring and control, the existing Tosi Box System must be used to configure the new Port Monmouth Contract 5 pump station. The entire project system will be able to maximize utilization of existing TosiBox software to secure and monitor all pump stations. Given the associated risk if other another manufacturer security system, the Government is unwilling to jeopardize its system security if this pump station which would result in the loss of life and significant property in a significant storm event.�� (2) Tensor TruTracker Magnetic Guidance System (MGS) (estimated cost = $40,000):� Port Monmouth Hurricane Storm Damage Reduction Project is a Civil Works project consisting of levee, floodwall, pump stations, and outfall structures in Monmouth County NJ. To construct this project and maintain it�s function, utility work must be completed on the existing NJ American Water pipes and equipment in accordance with their specifications and requirements.� This work requires a magnetic Guidance System (MGS) probe capable of tracking at all depths up to one hundred feet and in any soil condition including hard rock. It shall enable the driller to guide the drill head by providing immediate information on the tool face, azimuth (horizontal direction), and inclination (vertical direction).� The tracker shall be accurate to +/-2% of the vertical depth of the borehole at sensing position at depths up to one hundred feet. Ferrous materials shall not influence or affect the MGS readings or accuracy. The NJ American Water Specifications SECTION 02458, Large Scale Horizontal Directional Drilling (HDD)� (Projects greater than 250 feet or pipe size greater than 12 inch) states �the Magnetic Guidance System (MGS) shall be a Tensor TruTracker MGS, or other licensed and industry approved wire guidance system.� Tensor TruTracker is a proprietary system which the Government must include in the Port Monmouth Contract 5 construction documents to ensure that NJ American Water requirements are maintained during all work on their system.� Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineering, Contracting Division.� This is a notification of intent only. This is not a request to respond to a solicitation. This requirement will be solicited at a future date.�
