- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS) intends to negotiate a purchase order with IDS GeoRadar, Golden, Colorado (IDS GeoRadar/Geopraevent, part of Hexagon/Leica) for ground-based radar and camera image data processing services. This work is aimed at high resolution monitoring of an active landslide with tsunamigenic potential in the Barry Arm of Prince William Sound, Alaska. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. IDS GeoRadar is, to the USGS� knowledge, the only source who can provide the radar monitoring services. The USGS currently owns and operates an IDS GeoRadar, IBIS-FL radar instrument and deformation camera for the purposes of active monitoring of the Barry Arm Landslide in Alaska. Previously, the USGS contracted with IDS GeoRadar to install the instrumentation and provide data processing services. The USGS now requires additional data processing services for the next year of monitoring (2022-2023) to maintain continuity of near-real-time hazard assessments of the landslide. No other vendor can provide data continuity because IDS GeoRadar has instrumentation schematics, wiring diagrams, data retrieval and data processing procedures that are all specific to the installed instrumentation for the existing project. Not awarding this contract will result in an inability of the USGS to properly warn the public and partner agencies of potential landslide and resultant tsunami hazards. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
