- SOURCE SOUGHT NOTICE- VA Maryland Health Care System Universal Temperature Monitoring This is a Sources Sought Notice; it is not a Request for Quote or Proposal. Maryland VAMC is seeking sources to perform this new requirement for Universal Temperature Monitoring. This will be to provide the equipment, install, and service work. The anticipated date of a solicitation is April 15th, 2022, with an expected period of performance starting May 15th, 2022 to May 14th, 2023, using NAICS CODE 334519, Other Measuring and Controlling Device Manufacturing size 500 employees. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought Notice. All future proposed submissions and solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independently of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought Notice. Potential Sources shall provide their Capability Statement and it must be clear, concise, and complete. VIP verification standing, if any. GSA contract number, if applicable. Please limit response to 5 pages There is no other information available at this time. Responses to this notice may be used in determining an appropriate set-aside. Requirements: General Intent The contractor must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to install and implement the temperature remote monitoring system for the Veterans Affairs Maryland Health Care System (VAMHCS). The contractor must perform to the standards in this contract. This project shall take no longer than as agreed on the contract. This project shall be coordinated with the appointed COR to insure minimal impact to patient and employee day to day activities and minimal noise. Scheduling of work shall be at the convenience of the VAMHCS. General Information and Requirements The objective of this project is to install and implement temperature and humidity remote monitoring for all sensors listed in Attachment A VAMHCS Temperature Monitoring Inventory. Attachment A shall serve as the primary scope of locations requiring monitoring under this contract. This will encompass space and equipment in the following areas: VAMHCS Pharmacy Services includes various ambient room temperature and humidity readings as well as pharmaceutical/medication/vaccine refrigerators and freezers and other refrigerators and freezers located in these rooms, at VAMHCS sites including Baltimore VA Medical Center (VAMC), Perry Point VAMC, Loch Raven VAMC (including Loch Raven Community Based Outpatient Clinic (CBOC), Cambridge Community CBOC, Pocomoke City CBOC, Fort Meade CBOC, Eastern Baltimore County CBOC, and Glen Burnie CBOC. Point of contact Chief of Pharmacy VAMHCS Pathology & Laboratory Service includes various ambient room temperature and humidity readings as well as refrigerators and freezers located in these rooms at Baltimore VAMC and Perry Point VAMC. Point of contact Chief of Pathology and Laboratory VAMHCS Research Service various ambient room temperature and humidity readings as well as refrigerators and freezers located in these rooms at Baltimore VAMC Point of contact Associate Chief of Staff VAMHCS Geriatric Extended Care and Hospice - Temperatures of refrigerators, walk-in coolers/freezers, dry storage units, and blanket warmers at Loch Raven VAMC and Perry Point VAMC. Point of contact Director GRECC VAMHCS Nutrition Service Temperatures of refrigerators, walk-in coolers/freezers, and dry storage units at Baltimore VAMC, Perry Point VAMC, and Loch Raven VAMC. Point of contact Chief of Nutrition and Food Services Radiology and Imaging Temperatures of refrigerators, freezers, and specialty equipment rooms at Baltimore VAMC. Point of contact Director Imaging VAMHCS Medical Inpatient Nursing Units Temperatures of refrigerators, freezers, and blanket warmers as well as temperature and humidity of various procedure and storage rooms at the Baltimore VAMC. Point of contact Chief of Dental Loch Raven Community Living Center (CLC) Temperature and humidity of various supply closets and special procedure rooms as well as refrigerators, walk- in coolers/freezers, and blanket warmers at the Loch Raven VAMC. Point of contact Chief Nurse Loch Raven Community Living Center VAMHCS Mental Inpatient and Treatment Areas - Temperatures of refrigerators and special treatment or community gathering areas at Baltimore VAMC and Annex and Perry Point VAMC. Point of contact Director, Mental Health Clinic Center (MHCC) VAMHCS Office of Information Technology Temperature and humidity of various Telecommunication closets throughout Baltimore VAMC, Loch Raven VAMC, Perry Point VAMC, Cambridge Community Based Outpatient Clinic (CBOC), Pocomoke CBOC, Fort Meade CBOC, Eastern Baltimore County CBOC and Glen Burnie CBOC. Point of contact Chief of Information Technology VAMHCS Supply Chain Management Services Temperature and humidity of materials supply closets at Baltimore VAMC, Loch Raven VAMC, and Perry Point VAMC. Point of Contact Acting Chief of SCMS VAMHCS Surgical Service Temperature and humidity of Operating Rooms and various other Specialty Rooms and temperatures of refrigerators and blanket warmers at the Baltimore VAMC. Point of Contact Chief of Surgery VAMHCS Canteen Service Temperatures of walk-in Refrigerators and Freezers at the Baltimore VAMC, Loch Raven VAMC, and Perry Point VAMC. Point of Contact Chief of Canteen VAMHCS Sterile Processing Service Temperature and humidity of various sterilization and storage rooms in the main Sterilization locations as well as storage rooms throughout the Baltimore VAMC and Perry Point VAMC. Point of Contact Chief of SPS The contractor shall provide operation and maintenance instructions, and manufacturer documentation at the completion of the project. Manufacturer operation and maintenance instructions should provide facility sufficient information to ensure temperature monitoring system is fully inspected, calibrated, and tested after any system change or failure, and at least semiannually thereafter. Manufacturer documentation and maintenance schedule to be provided in close out documents. The contractor shall provide full parts and labor warranty on the newly installed temperature monitoring components. The contractor shall provide all tools, equipment, and personal protective equipment necessary to complete this project as deemed by industry standards, this SOW, all related specifications, applicable code requirements, and site policy. The contractor shall provide daily cleanup and securing of work site, including securing tools and equipment. Disposal of all waste and debris is at the contractor s own expense in compliance to standards. The contractor shall provide quality control of all work conducted and the individual appointed shall be competent and educated/experienced in the field of work this scope encompasses. All work shall be coordinated with the COR assigned to this project and only commence once approved. Badges: Contractor will obtain required ID badges for all employees working on this project. Security: The contractor and their personnel shall be subject to the same Federal laws, regulations, standards, and VA policies as VA personnel regarding information and information system security. Schedule: Normal work hours will be 8:00am 4:30 pm Monday-Friday excluding Government holidays unless otherwise approved by the COR. It is the intent of the VA Maryland Health Care System that the work is to be completed as stated on the contract from the issuance of the Notice to Proceed (NTP). Any request for utility shutdowns must be requested in writing at a minimum of 14 business days prior to the requested day of shutdown. Codes and Standards: The Contractor shall follow all applicable codes and standards to this type of work including but not limited to Health Care System Memorandums (HCSM), OSHA Guidelines, Lock-out-Tag-out, Rules of Station, NFPA, and etcetera. In the event that any code/standard is found to be contradictory; the authority having jurisdiction (COR) shall make the final determination and work shall proceed at no additional cost to the Government. The Contractor shall ensure temperature monitoring system meets U.S. Department of Health and Human Services Center for Disease Control and Prevention (CDC) recommendations. The Contractor shall ensure temperature and humidity monitoring systems allow for cascade notification of excursion or power loss alarms. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable inform Specific Tasks The contractor shall provide all supervision, administrative and technical support, labor, subcontractors, tools, transportation, materials, supplies and equipment. The contractor shall plan, schedule, and ensure effective completion of the project. The contractor will install necessary safety equipment to ensure OSHA and safety guidelines are followed. The contractor will install: Temperature and humidity monitoring system that provides continuous monitoring and alarm/alert notification of defined temperature and humidity excursions as provided by facility services. The system shall consist of individual National Institute of Standards and Technology (NIST) certified, 24/7 temperature monitors, display screens, cellular connectivity gateways, and appropriate probes and/or glycol solutions that will be needed to measure either the temperature and/or humidity of rooms, refrigerators, freezers, or dry storage units needed. System installed shall be equipped with removable sensor probes which can be easily replaced for calibration at required calibration intervals. Ease of calibration is critical to successful operation, therefore the VAMHCS is requiring a system in which the sensor probes can be removed and replaced within a few minutes with a new probe that has an updated calibration. The Contractor shall provide full configuration and programming of the User Interface, including the organization of monitoring points, creation of required user views, and set- up of alarm point ranges and alarm notification intervals. The Contractor shall (with direction and feedback from the COR) develop and populate the alarm escalation structure for various alarm points and VAMHCS services. The Contractor shall (with feedback from the VAMHCS) set-up super users for each Service and provide training (minimum 4 hours) on how to edit escalation hierarchy, alarm parameters, adding and deleting users, editing alarm contact information, running reports and queries and all other necessary functions required to be appointed to act as Administrators for the system. General User Training shall also be provided (minimum 2 hours) for all VAMHCS employees requiring basic access for monitoring of sensors and alarms. Any required monitoring or service fees shall be included for Year 1 in the price of the proposal.
