Description
NCIS is seeking industry feedback and potential sources for instructional design support services to develop the NCIS Special Victim Investigation and Prosecution (SVIP) Training Program in an e-Learning Online course. PLEASE REFER TO ATTACHED RFQ FOR TECHNICAL/PERFORMANCE REQUIREMENTS. CONTRACT/PROGRAM BACKGROUND: The Naval Criminal Investigative Service (NCIS) is the federal law enforcement agency charged with conducting investigations of felony-level offenses affecting the Navy and Marine Corps. NCIS is comprised of approximately 2,000 personnel in over 40 countries around the globe. The organization is roughly 90% civilian, and its cadre of federal agents, about half its total personnel, is 98% civilian. Criminal investigation is at the foundation of virtually all the organization does, but the NCIS mission is broad, �Prevent Terrorism, Protect Secrets, and Reduce Crime.� To comply with Congressional mandates and Department of Defense (DOD) directives, NCIS intends to develop and provide high quality Special Victim Investigation and Prosecution (SVIP) certification training. Incumbent in the requirement is the ability of NCIS to provide this training to a large number of NCIS personnel through online computer based training (CBT). This training must meet the DoD minimum standards for training and certification of SVIP lead investigators. QUESTIONS/INQUIRIES FOR RESPONSE: 1. Please provide some appropriate labor categories that align with the required technical aspects of this requirement. 2. Please provide an estimated timeline for this or a similar project for developing and implementing a CBT or e-Learning course. 3. Are there are any technical details that are missing from the technical description above that are needed in order to start a project like this? 4. Is there a standard development plan or process for CBT curriculum courses? 5. Please provide a Rough Order of Magnitude or General Pricing Structure for current offerings based on the given parameters identified above? SUBMISSION DETAILS: Responses to this RFI must address the above questions and also include the following: 1. Business name and address, 2. Company representative and their business title; 3. Cage Code, DUNS number, Business Size and Classification; 4. A brief capability summary that speaks to the requirement description above detailing company background and experience in providing similar services; preferably for a law enforcement agency/organization. (10-15 page max) 5. Available contract vehicles, if any, that would be available to the Government for the procurement of these services, to include GSA (i.e. FSS, Alliance, etc.), NIH-NITAAC, NASA SEWP, DoD ESI, or any other Government-wide Acquisition Contract (GWAC).
