SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following items listed below: This is a Sources Sought announcement. The 55 Contracting Squadron is conducting market research on: The service we are currently looking at is to replace the previously removed 16� Fire Protection isolation valve located north of the runway on the 16� FP which crosses the runway from north to south. Please see the Statement of Work at the bottom of this document for more information. We believe the NAICS for this product to be 561210 and PSC S202. If you believe this incorrect, please feel free to let me know what NAICS/PSC better fits the criteria. Your response shall include the following information: Capability Statement. Capability Statement Format A capability statement should be very brief and specifically related to the needs of the agency you are targeting. Preferably it is only one page, one side. Go to two sides only if absolutely necessary. Your Capability Statement should be a living document that will change depending on the targeted agency. Develop a master copy that can be tailored to a government sector, project or sources sought notice as needed. Save the document with your company's name in the file name. Distribute your Capability Statement as a PDF, not in Word, PowerPoint or other format. Many federal agencies block Word and Publisher documents; a PDF file is safer, usually smaller and will stay visually consistent when emailed. You have limited space, so be sure to stress your competencies, set-aside eligibility and past performance. The five key areas included in a successful effective capability statement are: Core Competencies - this should not be everything your business is able to do. Use bullet points and short statements of your expertise as it relates to your target agency's specific needs. Differentiators - list unique factors and benefits of your products or services that set you apart from the competition. How is your business best suited for the needs of the targeted agency? A clear statement that relates to the specific needs of the agency can help the customer understand why they should choose your firm. Past Performance - list past customers for whom you have done similar work, show benefit to the customer and provide contact reference. Pictures are worth a thousand words and save space if relevant. If past projects do not relate to the targeted agency's needs, do not list them. Company data - include one or two short sentences of your company description, including number of employees and capacity. Also list DUNS, CAGE Code, NAICS codes, and any set-aside eligibility that your business holds, such as Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) Certification, HUBZone, or Small Disadvantaged Veteran-Owned Small Business (SDVOSB). Contact information - show contact information, including website and specific person's name. Readers will visit your website for more information; make sure it is constantly updated and provide ""hot link"" for direct access. List a professional email. Government agencies many times block Hotmail, Yahoo and Gmail accounts as junk mail. Your internet provider will typically offer professional addresses with your subscription. Contract Vehicles in which you participate (Federal and State) (If Applicable) Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Need below). It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.� The information should be sent to 55 CONS preferably via e-mail to susan.ryan@us.af.mil by 10:00AM Central Standard Time on 29 March 2022. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.� No reimbursement will be made for any costs associated with providing information in response to this announcement. Scope of Work Project Title:� Replace 16� Fire Protection Valve NexGen Work Task #: 8234025 1.� Objectives: Replace the previously removed 16� Fire Protection isolation valve located north of the runway on the 16� FP line which crosses the runway from north to south. The existing valve was removed due to being blocked shut, which resulted in undesirable isolation of the water line. A new isolation valve needs to be provided and installed in its place in order to regain isolation capability. The valve will be installed slightly further north on the line in order to take advantage of better geographic placement. The valve shall be a 16� type 2638 C515 RS Kennedy fire main gate valve or equal. A matching actuator shall be provided and installed by the Contractor as well. The actuator extension shall be suitable for operation above grade at the depth of the identified installation location. An appropriate valve box and support shall be installed as needed with the new valve and actuator. 2.� Existing Conditions: The existing pipe is a 16� steel pipe. The design temperature and pressure of the line is 135 F and 300 psig. The operating temperature of the line is 60 F. The operating pressure of the line is 100 psig static, and 150-200 psig with the fire pumps on. The operating flow rate is 0 gpm pending demand, 3500 gpm with one pump running, and 7000 gpm with two pumps running. The pipe thickness is standard at 0.375�. The product is city water. The piping dates from 1955 and it is known that portions of the pipe may not be in very good condition, with corrosion or buildup present, but previous work indicates the majority of the pipe is in decent condition. 3.� General Requirements: Project includes, but is not limited to, the following work elements. The contractor shall furnish all labor, tools, equipment, materials, services, and incidentals. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable NFPA, IMC, IPC, and AFI, ETL, ASME, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner. The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use SOW requirements, ESE-SIT-0001, AFI 31-101, and Original Equipment manufacturer (OEM) guidelines to evaluate whether or not the equipment and systems are being installed and integrated properly. During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic further than needed and shall coordinate with the Contracting Officer�s Representatives to facilitate usage. The Contracting Officer�s Representatives shall be notified not less than 15 calendar days in advance of any interruptions in building utilities / services, which will be described in writing. 4.� Project Requirements The Contractor shall visit site before starting any work to verify existing condition space requirements in work areas. The Contractor shall excavate as required for the valve replacement, coordinating with the Government for dig permits. The Contractor shall coordinate with CE Maintenance shops to isolate the pipe as required for replacement, notifying the Fire Department and Plumbing shop of loss of service. The Contractor shall install a new 16� valve and actuator on the 16� Fire protection pipe, then shall coordinate with the shops to put lines and equipment back into service. The Contractor shall conduct an operating test to prove full operability and capacity, in the presence of the contracting officer or representative. Contractor shall furnish all materials for the test. The Contractor shall coordinate with the Government to have GPS marking done on the new valve. The Contractor shall notify Government BioEnvironmental group when work is complete so that they may take downstream water samples. The Contractor shall backfill the excavation, clean up the site, and dispose of any removed material off Base appropriately per Offutt AFB Environmental Special Conditions section 01 57 19.. The Contractor shall provide a full 1 year warranty on all labor and materials.
