SOURCES SOUGHT NOTICE UTILITY ANALYST SERVICES Request for Information (RFI) INTRODUCTION The New York Army National Guard (NYARNG) Purchasing and Contracting Department is issuing this sources sought as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide utility analyst services. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. No feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER This is not a request for proposal, request for quote or invitation for bid. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by RFI will be used within the New York National Guard to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate base on response to this notice. REQUIRED CAPABILITIES The NYARNG is looking for a utility analyst to compile the various utility bills for each installation.� At these installations there are multiple meters that receive a utility account.� There are Armories and Field Maintenance Shops (FMS) or an Armory and an Army Aviation Support Facility (AASF) that will each have their own meter.� In some cases an Armory could have two meters; one for the old section of the building and one for an addition.� These individual accounts must be tracked and linked back to the installation as a whole to be uploaded by the Energy Manager to the AEWRS database.� This is very important not only for our Federal reporting but also for State reporting procedures as our facilities have a cost split between Federal and State funding. These cost splits according to square footage and the amount of utility usage will determine how much reimbursement is sought by the Federal Government as the State fronts the funds for utility invoice payments. Responses to this notice shall include the following: Company name Address Point of contact with phone number and email address DUNS number SAM Unique Entity ID Cage Code� Socio-economic status (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business), Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Any recent and relevant past performance information. Recency will be considered any contract for the government or any other entity performed within the last 5 years. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/services listed in this Sources Sought. Your response to this sources sought, including any capabilities statement, shall be submitted to the Contract Specialist, Andrew, Emrich via email to andrew.e.emrich.civ@army.mil as an attached Microsoft Word document or Portable Document Format (PDF) document. Reference this sources sought number in the email subject line and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
