- ��� Advertisement ��������� GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Florida City: Tallahassee Required Sq. Ft. (ABOA): 16,600 Space Type: Office Total Parking Spaces (Surface/Structured): 25 Secured GOV/official vehicle parking spaces (See below for additional details) Full Term: 17 Years Firm Term: 15 Years Additional Requirements: General Building/Space Condition: Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer.� If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the space with modern conveniences. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. Prohibited Uses: The following entities must not be collocated with agency spaces: Federal, State, and local agencies whose primary clientele are involved in or have ties to criminal elements. Private firms whose primary clientele are involved in or have ties to criminal elements. Agencies providing probation and/or parole services, agencies providing drug abuse counseling/rehabilitation programs, agencies providing social services, halfway houses, residential units. Agency building entrances/exits cannot be located within close proximity (minimum 1,000 walkable feet) of certain locations, which include, but not are limited to: Drug free zone, schools, areas where drug activities are prevalent. Offered space cannot be located above a drive through. Offered Building/Space Layout: Agency space must be located on the second story or higher. Agency will accept first floor space under the following circumstances: They are the sole tenant, there is a 20� setback (A fence meeting agency specifications may be required) Blast film on exterior windows/doors are provide at owner�s expense. Any offered pre-engineered metal buildings must meet agency standards and criteria. Agency must be contiguous on one or multiple floors. Agency must have the right to relocate exterior penetrations for security reasons. Agency will determine whether or not to install crash rated planters or crash rated bollards to prevent vehicles from crashing into the building. Agency requires a secure method to get detainees into the building. This could be accomplished by the use of Sally ports, loading dock, private stairwell, or elevator for prisoner transport. In a multi-tenant building, where a private elevator is not possible, agency must be able to secure and control the elevator during prisoner transport. The building�s Minimum Point of Entry (MPOE) or Demarcation Point (DMARC) must not be located within agency�s secured space. If the MPOE/DMARC is located within the offered space for an agency facility, then the agency determine that the building owner is responsible for relocating this infrastructure to a different point in the building. Security Standard Level III and ALL security requirements and approvals are to be determined by GSA. A fully serviced lease is required. Normal Hours of Operation: 7:00 AM � 5:00 PM M-F; offered space must be accessible 24/7. Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease.� The building must be able to comply with the Architectural Barriers Act Accessibility Standards (ABAAS) and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Offered buildings and offered space will be evaluated by agency security team for acceptability. Offered building must allow roof top rights for antennas. Other typical and special requirements as called for in the Request for ��Lease Proposal (RLP) package. Other: Secured and fenced parking, with an automatic vehicular gate that allows for the maneuvering of large government vehicles is required for all government vehicles (GOV�s) in accordance with the agencies parking requirements. (Note: GSA reserves the right to review for approval all proposed parking options offered; to include the fence materials and gate mechanisms and specifications being proposed). Facilities with underground parking must have access-controlled entrance restricted to building tenants only. A secure fenced parking can be achieved by the following: Physical barrier, crash rated, anti-climb fence with minimum 8� tall from grade including outriggers, fence delineated perimeter is established by the agency upon site selection, the automatic gate-operating mechanisms must be crash rated and equipped with manual bypass. Safety sensors must be provided with manual override in driveway at exit door for exiting purposes Fence gates must close automatically once vehicles have safely passed through. A card reader system must be provided for access controls and installed on mounting posts adjacent to the gate entry. Entities must comply with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).� For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. �Not all minimum requirements are reflected in this advertisement. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration.� All submissions should include the following information: Name of Owner; Property authorization letter from the owner; Address or locational description of the building; Age of building; Total existing gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking; A map demonstrating the building is within the delineated area; A map depicting the location of public transportation stops within proximity to the property; A map depicting the evidence of amenities within close proximity of the property; �Building owners must provide evidence of ownership.� Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development; Confirmation that the property offered meets the requirements outlined under section 889 of the National Defense Authorization Act (NDAA). Delineated Area: Submitted properties must be located within the following delineated area:� Starting at the intersection of I-10 and Capital Circle NW. Head east on I-10 to N. Meridian Rd. Turn right and proceed south on N. Meridian Rd to E. 7th Ave. Go east on E. 7th Ave to N. Gadsden St. Go South on N. Gadsden St to E. Tennessee St. Go west on E. Tennessee St to Capital Circle NW. Proceed north on Capital Circle NW to the intersection of I-10. �(Properties fronting any of the below roads are considered to be within the delineated area.) A map of the delineated area is provided for further clarification of the boundaries: The U.S. Government currently occupies office and related space in a building under an expiring lease in Tallahassee, FL. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
