- Amended on 3/22/2022 to add responses to questions received to the RFI Summary This is a Request for Information (RFI). The National Environmental Satellite, Data, and Information Service (NESDIS) under the National Oceanic and Atmospheric Administration (NOAA) seeks information from interested parties on specific tools, services, and capabilities that commercial, government or academic entities might currently and in the future provide that support a NESDIS transition to cloud-native Telemetry, Tracking and Command (TT&C) solutions. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future and it is not considered to be a commitment by the Government to award a contract. The Government will not pay for any information or administrative cost incurred in response to this announcement. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Disclaimer and Important Notes NOAA is not at this time seeking proposals and will not accept unsolicited proposals. The information is requested for planning purposes only, subject to FAR Clause 52.215-3, entitled ""Request for Information for Planning Purposes."" Only material suitable for internal government distribution shall be submitted. Any proprietary information should be marked accordingly. The U.S. Government will protect all proprietary information received from respondents, and distribution of any material will be based on a strict need-to-know basis. No classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.� However, note that the submissions may be subject to review by experts outside of the civil service such as NOAA contractors, each of whom would sign non-disclosure agreements as required. This exchange of information must be consistent with procurement integrity requirements (See FAR 3.104). Background NESDIS is formulating plans for transition to a Common Services-based Enterprise Ground Architecture that is both supportive of NOAA�s next generation satellite observing systems and responsive to new and evolving threats and opportunities. This next-generation operating paradigm requires a more efficient, agile and scalable end-to-end information system that can ingest, harmonize and integrate data from any source into easily accessible and usable products. As the first step along this path, NOAA/NESDIS has established the NESDIS Common Cloud Framework (NCCF) supporting ingest, product generation, distribution and access, archive and data stewardship needs. A diagram depicting the high level architecture is provided as Attachment 1.� The NESDIS Commercial Services Integrated Product Team (IPT) was established to investigate next steps regarding the viability of utilizing commercial sector capabilities for expansion of the NCCF where applicable. The Commercial Services IPT has identified the utilization of cloud-native core digital ground capabilities required for Enterprise-level support of Space-to-Ground Communications (SCM) in the near-term as an area that warrants further exploration. This RFI is scoped to provide industry feedback as to available cloud native options for TT&C processing and provision of data to the Government Consolidated Ingest functionality within the NESDIS Common Cloud Framework .� In specific, the IPT is investigating the feasibility of using enterprise multi-mission RF digitization in combination with Software-Defined Radios (SDRs) and Front End Processing (FEP), as developed with cloud-native capabilities, in support of telemetry processing for its satellite program of record.� Terms �Government� or �Government representatives� means federal Government personnel and Government support contractor personnel. �NCCF� means the NESDIS Common Cloud Framework �Vendor� means all Contractor, Subcontractor and/ or Academia support utilized within the scope of this RFI.� �SCM� means Space to Ground Communications. �TT&C� means Telemetry, Tracking and Command. Purpose This RFI is soliciting information from commercial, government and academic sources for tools, services, and capabilities that support a future NOAA/NESDIS transition from mission-specific hardware-based data delivery (e.g. Telemetry) to a cloud-native processing paradigm conformant with the currently implemented NCCF architecture. An enterprise multi-mission solution space would include RF digitization in combination with cloud-native Software-Defined Radios (SDRs) and or Front End Processing (FEP) functionality. The Government is looking to gain further market research on current industry and academic technical solutions in order to develop an engineering roadmap, understand cost tradeoffs and identify potential risks associated with transition to a future NOAA Ground Enterprise architecture. The Government is not intending to prescribe nor preclude specific technical solutions in response to this RFI.� The following NOAA long-term objectives/priorities should be considered in responses to this RFI�s identified scope. The responses should address the following desired characteristics: Capability to adapt and scale to new missions Advances in adaptation of Agile Methodologies Cost, performance and ease of implementation Promotes modularity with open standards-based interfaces Cloud-Native Software� Mission/Spacecraft-Agnostic Cloud Service Provider-Agnostic FedRAMP Security Compliance FEP and Encryption Interface Capabilities� Success stories, use cases, and lessons learned are welcomed.�Responses from large and small businesses are encouraged. Request for Information Technical Solution Submission � Responses are limited to 25 pages (applicable document comments spreadsheet not included) The Government would like to hear from both academia and industry on potential technical solutions to best support the development and transition to cloud-native SCM processing as aligned with the above identified� NOAA long-term Enterprise objectives and priorities. Sources intending to respond to this RFI should thoroughly review the aforementioned and submit the following information:�� Proposed Reference Architecture and Concept of Operations for cloud-native SCM processing, including details pertaining to software applications, network topologies, requested cloud services and/or physical equipment or facilities.� If or how the proposed solution meets, or has the potential to meet through modifications, the Federal Acquisition Regulation (FAR) 2.101 Definition of a ""commercial item."" Describe if or how a solution can meet the FAR 2.101 definition of a commercial item if modifications are required, and discuss the time frame involved. Identification of any requested Government Furnished Property (GFP) and any expected modifications required to support the Vendor�s Reference Architecture and Concept of Operations How would interfaces to Government-provided Encryption solutions be handled? Do vendor solutions exist that could provide Comparable NIST 140-2 Encryption capabilities natively within their own SCM products?� Processes as well as assumptions for transition from the existing legacy hardware (HW) based SDR/FEP processing to a Vendor-provided solution and the associated timeframe.�� Any Potential Risks and or Issues for the Government to consider, including but not limited to, Information Technology (IT) Security or Programmatic considerations Recommended approaches to reduce or otherwise mitigate risk for the Government's consideration Rough Order of Magnitude (ROM) Cost Estimate to any required Ground System modifications necessary for transition from current HW based solution to cloud native SDR/FEP processing.� For streamlining purposes, you are highly encouraged to use the ROM template that is attached to this RFI. The estimate should include any assumptions and should highlight major cost drivers and opportunities for cost savings such as trade-offs between development costs for automation and operations costs/staffing. Please detail any published catalog pricing, as applicable. Feasibility for costing versus anticipated ingest and sampling rates required for LEO/GEO missions�� Any additional Special Considerations and or Opportunities the Government should otherwise consider Interest in supporting a demonstration of capabilities with the Commercial Services IPT.� Interest in supporting a Funded Study of capabilities with the Office of Satellite Ground Systems (OSGS)���� Business Information Submission � Responses must be separate from the 25-page limit for the Technical Information Submission response.� Please include the following: Identification of your firm's business size and identification of your firm�s CAGE Code and DUNS number. Note: The NAICS Code for this requirement is 541330 � Engineering Services� with a size standard of $16.5 million. Your firm�s presence (if any) on Government-Wide Contract Vehicles (e.g., NASA SEWP, GSA Advantage) and any NOAA-awarded Indefinite Delivery Indefinite Quantity contracts.
