- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). The RFQ number is N0060422Q4038. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-04 and DFARS Publication Notice 20220228. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334210 and the Small Business Standard is 1,250 employees. The proposed action is BRAND NAME ONLY, competitive, unrestricted action. The Small Business Office concurs with this decision. The Fleet Logistics Center Pearl Harbor Regional Contracting Department requests responses from only Avaya Authorized Vendors capable of providing: CLIN 0001: Avaya Aura Rel. 8.1 Phone System equipment and installation, Qty: 1, Unit of Issue: Group (see attached parts list) All items must be covered by the standard Manufacturer Warranty. The proposed contract action is for a brand name only. The brand name and model number of the product(s) are as indicated in the attached parts list. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. This requirement will result in a Firm Fixed Price (FFP) purchase order. Method of Payment is Government Purchase Card (GPC). Delivery shall be within 45 days ARO; Delivery Location is Submarine Readiness Squadron 33, Attn: Receiving Officer (R44429), 1942 Gaffney St. Bldg 452K, JBPHH, HI 96860. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I along with a completed 52.204-24 with quotes. The contract award will be made to the responsible quoter providing the best value taking into account price, past performance and technical acceptability. The final contract award will be subject to a determination of responsibility in accordance with FAR 9.1. An acceptable quote shall meet the specified requirements and is from an Avaya authorized dealer or distributor. An unacceptable quote does not clearly meet the specified requirements or is not from an Avaya authorized dealer or distributor. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters.
