UPDATE AS OF 21MAR2022:� THIS IS A SOURCES SOUGHT. THIS IS NOT A REQUEST FOR PROPOSAL. PRODUCTION SUPPORT TOUCH LABOR for Norfolk Naval Shipyard (NNSY) N42158 In accordance with FAR 15.201, �Exchanges with industry before receipt of proposals.� this announcement constitutes a Request For Information (RFI) for planning purposes to identify qualified and experienced sources for an anticipated multiple award Indefinite Delivery/Indefinite Quantity type contract under NAICS code 336611, Shipbuilding and Repair, with a size standard of 1250 employees, PSC Code J998, Non-Nuclear ship Repair (East). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Norfolk Naval Shipyard (NNSY) is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources that will provide specific supply of production touch labor to support the repair, maintenance and alteration requirements for U.S. Navy waterborne vessels, surface ships and submarines. Based on the responses to this RFI Notice, this requirement may be set-aside for Small Businesses (in FULL or in PART) or procured through full and open competition, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. The intention is to procure this requirement on a competitive basis. This announcement constitutes an RFI for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from this announcement. This RFI notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Interested sources will indicate which labor categories identified in the below table are to be provided as the prime and which would be subcontracted. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements for the following types of naval ships/vessels a) structural material:� steel, aluminum, composites, and wood; b) propulsion method:� gas turbines, diesel and steam; and c) design types:� Hull, Mechanical, Electrical and Electronic Design; Basic Commercial Off-the-Shelf to Militarized Special Designs. TABLE PROVIDED IN ATTACHMENT LABELED, ""RFI NOTICE WITH TABLE - TOUCH LABOR 21MAR2022"" � If your organization has the potential capacity to perform these anticipated contract services, please provide the following information: 1.) Organization name, street address, point of contact name, and email address, Web site address, telephone number, and size and type of ownership for the organization. 2.) If the services can be solicited from a GSA schedule, provide the GSA contract number. 3.) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. 4.) Active Contractor and Government Entity (CAGE) Code. 5.) Does not appear on the Excluded Parties List 6.) Has a facilities clearance and personnel possessing Department of Defense final-adjudicated Personal Security Clearances at the confidential level 7.) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 8.) The Government is still determining the acquisition strategy and if this acquisition will be a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.� If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated. NOTICE OF PRE-SOLICITATION CONFERENCE NORFOLK NAVAL SHIPYARD Submarine and Availability Support Contracting Office Code 450 (C450) Production Support Touch Labor Thursday, November 18, 2021 Scott Annex Dry Dock Club, Building 1461, Portsmouth, VA 23709 9:00 AM to 12:00 PM The C450 Contracting Office at Norfolk Naval Shipyard (NNSY) will be conducting a Pre-Solicitation Conference in advance of issuing a solicitation for Production Support Touch Labor Services.� The main objective of this Pre-solicitation Conference is to provide interested parties with an opportunity to seek clarification on the requirements as written in the attached Performance Work Statement.� This Pre-Solicitation Conference is for information only and the contracting office intends to release the official solicitation to industry via the government-wide point of entry (https://sam.gov/) in early 2022. During this conference C450 will deliver a brief presentation about the nature of the program, as well as the mechanics of the solicitation process. In advance of the pre-solicitation conference, the DRAFT Performance Work Statement (PWS) has been attached to this notice for your review.� Please provide any questions/feedback by 10 November 2021, to Mr. Michael Abner at michael.abner@navy.mil and Tiffany Trotter at tiffany.trotter@navy.mil.� Questions will also be answered in the open forum. After the presentation, the Contracting and Technical representatives will attempt to provide oral responses to all questions, including those submitted in writing in advance and asked during the pre-solicitation conference. One-on-one sessions are being offered.� These sessions are limited and will be available immediately following the conference.� One-on-one sessions are on a first come first serve basis. Contractor personnel desiring to attend the conference must be complete and submit the SECNAV 5512 form attached which provides information necessary for a background check.
