- INTRODUCTION The Naval Air Systems Command (NAVAIR) Tactical Airlift Program Office (PMA-207), Patuxent River, MD is conducting market research to identify potential business sources with the resources, capabilities, and experience to successfully replace multiple CFM56-7B24 Single Angular Combustion (SAC) and Tech Insertion (TI) engines with new or used SAC, TI, or enhanced engines. NAVAIR intends to use the information provided in response to this Sources Sought Synopsis (SSS)/ Rough Order of Magnitude (ROM) Request to aid in refining its acquisition strategy, budget assumptions, and Statement of Work (SOW) for this effort and to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. BACKGROUND The C-40A aircraft is a Boeing 737-700C commercial-derivative cargo/transport/Extended Range Twin Engine Operations (ETOPS) aircraft that is Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 25 certified and operated by the United States Navy (USN) and soon to be operated by the United States Marine Corps (USMC). The aircraft are equipped with CFM56-7B24 engines and have been modified with Government unique items with supplement type certifications. ROUGH ORDER OF MAGNITUDE Respondents shall submit a unit price estimate in Calendar Year 2022 dollars for the procurement of new or used CFM56-7B24 SAC, CFM56-7BE24 TI, or CFM56-7BE24 enhanced engines to include a Quick Engine Change (QEC) kit for estimated delivery in Fiscal Year 2025 (FY25). The ROM should address specific cost (core) considerations possibilities, specifically whether a core trade-in will be considered. The price estimate shall not include shipping costs. The following requirements will be considered when making a future purchase decision and shall be addressed in the ROM: 24,000 LB thrust engines are required Used engines should have sufficient time (Build Specification) to support 10,000 cycles of operation prior to next engine scheduled shop visit, including Life Limited Components/Parts ETOPS compliant parts/components are required Limited Parts Manufacturer Approval (PMA) aftermarket parts are permitted� Rotating PMA parts are not permitted on used engines Historical engine log records maintained under the full scrutiny of US Federal Aviation Administration (FAA) is critical for the purchase of any used engine Test Cell review will be required for used engines Completion of CFM Category 4 Service Bulletins and those of higher importance are instrumental for the Government engine purchase The Government accepts CFM56-7B24 SAC, CFM56-724/3 TI, or CFM56-7BE24 enhanced engines. The Government realizes new engine purchase options are limited This notice is NOT a Request for Proposal, is not to be construed as a commitment to procure any items/services, and does not imply or promise that the Government intends to award a contract vehicle as result of this announcement or in response to any capability statements received. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with its response and the Government will not provide any form of compensation for or reimburse any costs incurred in its preparation. Submissions are not to exceed five 8.5 x 11 pages with one inch margins printed in Times New Roman or Courier New 12-pt font. One electronic soft copy shall be delivered to the Government POC in Microsoft Word or PDF format no later than 4:30PM EST on 10 April 2022. All submissions should include ROM Reference Number, company, address, CAGE code, and DUNS number, a point of contact with a phone number and email address, and business size status for the North American Industry Classification System (NAICS) code(s) relevant to your company�s response (i.e., large business, small business, certified 8(a) concern, veteran-owned, HUBZone, woman-owned, etc.). Responses to this ROM may NOT be submitted via facsimile. Acknowledgement of receipt will be provided if request for return receipt is included with the response, but submissions will not be returned. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. However, classified data should not be provided. If respondent believes that a complete response would require inclusion of proprietary information, please notify the Government POC immediately. Summary papers failing to comply with the above instructions or containing impertinent information may not be reviewed. Note: If the interested party is a foreign concern or if a US interested party has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required.
