- Description
- The United States Agency for International Development (USAID) intends to release a solicitation for the USAID Urban Connect Activity, as further detailed below. The purpose of this pre-solicitation notice is to provide information regarding the anticipated USAID Urban Connect Activity through a synopsis per FAR 5.2. The purpose of the USAID Urban Connect Activity is to promote inclusive and resilient economic growth of secondary cities by (1) enhancing local economic development and (2) improving public service delivery. The activity supports the goal of USAID/Philippines' Cities Development Initiative (CDI) of spurring inclusive development through better governance, economic growth, and environmental and community resilience in secondary cities. CDI is a whole-of-mission approach that contributes to the overall USAID/Philippines' development objective of accelerating and sustaining broad-based and inclusive growth by enhancing the role of secondary cities as regional engines of growth and opportunity. This activity will closely coordinate with other USAID activities that are co-located in the CDI partner cities. This solicitation is anticipated to be released on/about April 6, 2022 and will be made available electronically on https://www.sam.gov. All responsible offerors will be invited to submit a proposal. Offerors are encouraged to check https://www.sam.gov regularly to obtain additional information on this requirement. USAID Philippines intends to initiate a standard budget template worksheet where all interested offerors are to be required to use in preparation of their cost proposal under the upcoming solicitation. The purpose of this initiative is to ensure consistent cost proposals across offerors for more streamlined cost evaluation. We seek feedback from interested offerors if it has any concern in this initiative. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.2 and is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP).
