- This notice is published in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research and FAR Part 15.201, Exchanges with industry before Receipt of Proposal. This notice serves as a Request for Information (RFI in support of Market research and/or planning purpose only and does not constitute a solicitation. In accordance with FAR 15.201 (c), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. There is no solicitation available at this time. The Government shall not pay for any information received in response to this RFI, nor shall the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment by the Government. �Any information provided in response to this market research will be used for informational purpose only and will not be released. The Federal Bureau of Investigation (FBI) is conducting market research to gain knowledge of potential qualified sources and their size classification of certified small business forms capable of performing the requirement to warrant a set-aside. The relevant NAICS Code is 611310, with a size standard of 27.5 Million The Department of Justice is seeking potential sources capable of providing Executive Leadership Training Service to senior, top-level managers of the FBI. Training shall provide a rigorous, graduate level program of study designed to develop a broad perspective on management and leadership issues in a law enforcement organization, at the approved vendors campus. Sources should have the capabilities to devise and deliver an executive level leadership program to include the curriculum, professional reference material, staff support and instructional faculty, executive coaching services, assessments, evaluation and off-site experiential learning activities. The expectation is to hold up to three 5-day cumulative (approximately 120 total training hours) sessions (Cohorts) per calendar year, with each session being comprised of 25-30 participants. Contractor shall comply with any other federal, state, and local laws applicable to the industry. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. Potential sources should submit the following Business Name Point of Contact: (including telephone number and email address). DUNS Number, business size, and Socio-economic status (e. g. SDVOSB, VOSB, Woman-Owned, etc.) Capabilities to include at a minimum the following information: Depending upon an FBI approved curriculum, normally how far in advance must presenters (Subject Matter Experts, author, professor, etc..) be scheduled for presentations? How long would it take to adjust an already approved curriculum, session, before a newly added session or course material is ready for integration? What level of curriculum alteration is normal before additional cost(s) are incurred? Based on your experience, presenting graduate-level leadership and/or executive level management sessions, what is the optimal student body size for effective knowledge transfer? How much of your graduate-level leadership and/or executive level management sessions could be provided remotely (web-based) and how is attendance/crediting/testing recorded? Are you able to offer on-site meals and lodging at the training campus?� � Do the leadership faculty hold a Ph.D. degree? � Can you have continuity of faculty/staff that can provide the training?� � Are you able to provide professional coaches who are International Coaching Confederation (ICF) certified at the Professional Certified Coach (PCC) level or higher? Do you have the capabilities to conduct off site experiential learning activities to the participants?� � Once award of a contract is made, how much lead-time is normally required before a proposed and approved curriculum is ready for initial delivery? Do you offer a graduate level certificate at the end of each cohort? Do you have an existing and/or established partnership agreement with an accredited university?
