- THIS IS A SOURCES SOUGHT NOTICE (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although �proposal,� �offeror,� contractor, and �offeror� may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as �proprietary� or �confidential,� intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued for the purpose of collecting information about the availability of equal products from different sources for the desired equipment listed in the statement of work.� (e) Contractors that feel they have an equal product are encouraged to email full information to Victoria Torres at victoria.torres@va.gov . Contractors shall identify the NAICS code for the product being offered as well as their size status. Contractors shall complete the �Price-Cost Schedule� for the purpose of market research. Contractors shall include the terms and conditions of the warranty for all proposed equal products. Statement of Work� INFORMATION: The VAPIHCS has a requirement to replace existing Eyecon 9400 counting system with an updated Eyecon 9430 visual counting system. The existing Eyecon 9400 has one unit that has a malfunctioning sound system where it is unable to emit audible scan acknowledgement. The new Eyecon 9430 would be an upgrade to newest available model of Eyecon and will have newer features including color optical imaging in addition to the traditional Eyecon photo documentation with numeric identification of each item counted as record. 1. Scope of Work: The scope of work encompasses providing two new Eyecon 9430 Optical Counting unit including annual maintenance fee for each unit including all required software necessary for it to operate. Each Eyecon 9430 must be turn-key ready to use and be compatible with reading existing Arxium barcode setting for current Arxium prescription labels. 2. Supplies/Services: All items shall be completely new, and shall not be used, refurbished, recycled, or in any other form including substitutions. The contractor shall not add or substitute any item(s) or component(s) without prior approval from the contracting officer. No GFP or GFE will be provided by the Government. 3. Specific mandatory deliverables, tasks, and salient characteristics: The Eyecon 9430 is the newest third generation Optical counter with improved features including a faster processor and counting speed, up to 5 times per second. Additional colored optical record of each item counted in addition to the traditional numbered optical image that is also saved on record. This will translate to less time spent per fill and increased accountability and record of each fill which will result in less waiting time for each control substance prescription. Eyecon will be the model 9430. The time saved from each filling process will translate to shorten wait time for each veteran at the window and more time for other patient care services. B. Background: The VAPIHCS employs an Eyecon 9400 Optical Counting System to assist in the filling and dispensing of control substances in the vault. The Eyecon 9400 has helped improve and speed up the process of filling control substances resulting in decrease wait time. The current Eyecon 9400 used for filling is currently unable to emit sound. The cost of repairing unit would be uncertain as it requires customer to pay for shipping both ways and estimate to be based after receipt and examination of unit. Due to the age of unit and the fact it is the first generation Eyecon optical counting system and the current availability of a third generation Eyecon Optical counting system with improved features it was determine it would more beneficial to upgrade at this time. Vendor is also offering Government a trade-in option resulting in significant cost savings to the Government to upgrade to the newest Eyecon 9430 model. Shipping of the old 9400 unit back to the Vendor will be paid for by Vendor. 1. Equipment Technology Specifications: a. Eyecon 9430 Optical Counting System x 2 including any updated software for it to function and shall be delivered ready to use. Setup shall be one Filling unit and one be Checking unit. 2. Installation: No installation required. Eyecon 9430 would be FOB delivered ready to use, turn-key unit to VA Pacific Island Healthcare System Warehouse. 3. Warranty and Support: a. Cost of each unit purchase price will include first 12 months of medi-span and maintenance updates. Shall also include warranty for first 24 months including parts, labor, and shipping. If repairs to the machine is necessary a replacement is provided free of charge while machine is being repaired. 4. Work Hours: a. Normal business hours are from 0730-1600 Monday through Friday excluding Federal holidays. 5. Delivery: a. All deliveries shall be FOB and to the VAPIHCS warehouse and coordinated through the following POC�s due to extenuating logistical requirements at the VAPIHCS.
