- Description
- Notice of Sole Source Intent The Bureau of Reclamation, Columbia-Pacific Northwest Regional Office, Interior Region 9, intends to award a purchase order to the Mesa Technologies, Inc., for control panel start-up, and commissioning testing services at Hungry Horse Powerplant in Hungry Horse, Flathead County, Montana. Reclamation has installed a Mesa Technologies, Inc., manufactured powerplant unit controls system at the facility and will transition from the current system to the new powerplant control panel system upon start-up and testing commissioning. Reclamation has found Mesa Technologies, Inc., to be the only reasonably available source with expertise to provide a manufacturing company accredited engineer and a hydropower control system engineer to successfully complete the required services at Hungry Horse Powerplant. The resulting Purchase Order will be for a 12-month base period. Since Reclamation's initial market research indicates that only one responsible source can fully provide the services that will satisfy the Agency's requirements, a Determination to Solicit from a Single Source justification is being prepared. Reclamation anticipates award before August 2022; services to begin no later than 1 August 2022. Contractors that have questions regarding the sole source nature of the requirement or contractors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by Reclamation. Responses to this notice can be emailed to dmcguire@usbr.gov. All responses must include the contractor's Unique Entity ID (UEI)/Dun and Bradstreet Number (DUNS) and Tax Identification Number (TIN). Contractors must additionally identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code 541330. The applicable Small Business Size Standard is $16.5 million. Contractors must describe their capability and expertise in start-up and commissioning testing of Mesa Technologies, Inc., powerplant unit control systems as these are key requirements during performance. A determination by Reclamation not to compete this proposed action based on the responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any contractor interested in conducting business with the Federal Government must be registered and active in the System for Award Management (SAM.gov) prior to submitting a quote. All invoices for this procurement must be submitted through the Department of Treasury's Internet Payment Platform located at www.IPP.gov.
