Description
3/18/2022: The draft solicitation has been updated to add Cost and Software Data Reporting requirements (and associated CDRLs) per regulations. Once the CSDR plan and all attachments have been finalized and approved, an official RFP will be released (expecting release in approximately 1 week, but NLT 3/31).� This draft also includes clause updates and minor clarifications and both a clean and track changes version have been posted.� Note C stepladder quantities are unchanged, but 2 previous tables have been combined for ease of review.� An Updated TDP will be provided to all that have requested the final TDP, this update adds signatures to a group of drawings (unchanged from previous versions) and corrects a small number of drawing that were found to be missing information.� A summary of the specific drawings update for ease of review will be provided along with the TDP package.� 2/18/2022:� Updated Draft RFP has been posted.� The TDP is now available for request.� Contract clauses are still being scrubbed, but the Government anticipates only minor changes between this version and the final solicitation.� The primary changes between versions include changes to the delivery schedule, separation of FAQT pricing into a separate CLIN, and an updated stepladder pricing structure to better allow for industry to price the impacts of variations in quantity across CLINs within a given year. 2/14/2022 Update:� An updated Terms of Use Agreement has been posted that extends the date for retaining GFI and also updates the planned solicitation number.� For those companies that wish to extend retention of GFI or wish to request a copy of the final TDP (anticipated for release on or around February 18th), please submit an executed updated TOU as well as a request for the final TDP.� For companies that have not previously requested GFI, please also submit a DD 2345.� An updated draft of the solicitation is expected to be posted this week that is expected to look extremely similar to the final solicitation with only minor changes (date of posting will be in the file name).� Currently the Government estimates releasing the final solicitation in early March with a 60 day turn around time for proposal submissions. 11/12/2021 Update:� An Updated draft solicitation has been posted that includes Sections L & M. This is an update to the previously posted synopsis/RFI for the Nulka Launcher program�issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Integrated Warfare Systems Above Water Sensors and Lasers Directorate (PEO IWS 2.0).� The purpose of this posting is to provide a draft RFP to industry for review/comments as well as to provide information on how to request GFI relating the solicitation and Nulka Launcher program.� This post will be updated throughout the week to provide the addition of Sections L & M of the RFP.� Industry may also reach out to the POC for this post to obtain and updated version of the draft TDP (updated since the last RFI).� The TDP package is being reviewed for any final change and updates and is expected to have minimal updates between the current draft version available for request/review vs the final version that will be released with the final RFP.� The final version of the TDP will also contain a list of changes to allow for easy comparison and review. The Government is seeking feedback from industry to re-assess interest at the prime contract level and is specifically seeking feedback from both industry that is interested in participating at the prime contract level, as well as feedback from any industry that considered participation (and have the capability) but ultimately does not believe that it will be interested.�The Government would like to specifically draw attention to the RFP section F delivery notes, stepladder structure, and (once posted and available), sections L & M of the RFP.� Information on capacity and schedule limitations, or any areas of the RFP that may be seen as barriers to competition is sought from industry. Please note that the RFP is still a draft and may have changes to clauses and other areas at the final posting.� The feedback sought is high level related to competition and removal of competitive barriers. This posting does not constitiute a committment to contract.
