Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH) intends to award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract with one (1) twelve month base year , and four (4) twelve month option periods to Children's National Medical Center, Washington DC 20010, on a sole source basis to provide physician pediatric critical care support. The NIH-Clinical Center (CC) has a requirement for pediatric emergency and critical care services to patients up to 18 years of age. Additionally, NIH-Clinical Center has a requirement for expert opinion on optimal integration of pediatric critical care services at the NIH-Clinical Center, to provide training and supervision of NIH-Clinical Center physicians, nurses, respiratory therapists and other staff in the care of critically ill children. It is critical that the NIH-Clinical Center provide the best possible clinical care to its patients, especially pediatric patients. Children's National Medical Center (CNMC) is the only known physician critical care group that manages uniquely complex patients with multi-organ disease, which mirrors the challenges that pediatric attending consultants typically must deal with at the Clinical Center. There is also no other known group(s) that can be rapidly available to the CC in the metropolitan area that have both the manpower to be available 365 days per year, and experience with research and academic challenges. This acquisition is being conducted using policies unique to FAR Part 13.5 Test Program for Certain Commercial Items and specifically FAR 13.501(a) Special Documentation Requirements, Sole source (including brand name) acquisitions where acquisitions conducted under Simplified Acquiditionprocedures are exempt from the requirements of FAR 6, but still require a justification using the format of FAR 6.303-2. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice.
