- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.� This procurement is set aside for Total Small Business. The NAICS code is 541620 and the Small Business Size Standard is $16.5 Million.� SCOPE The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform one year of R-5 California Spotted Owl Protocol Surveys (Attachment 1) for ten (10) designated spotted owl Protected Activity Centers (PACs) within the Palomar and Descanso Districts in San Diego County. REQUIREMENTS The work to be performed consists of one (1) year of R-5 California spotted owl protocol surveys within the project area with six (6) total status surveys/site visits each year. The surveys shall determine presence/absence and reproductive status as outlined in the survey protocol. All nests, roosts and sightings (adults, nestlings, fledglings) shall be mapped and GPS�ed for each territory. �A report shall be completed at the conclusion of the survey work. PROJECT DESCRIPTION Protocol spotted owl surveys shall be conducted to determine presence/absence and reproductive status for 10 PACs. Each PAC is approximately 300 acres in size. Work shall be done according to the protocol and will involve 6 nesting status surveys per territory and reproductive surveys for territories where detections occur during the nesting surveys. Work shall be performed only by qualified spotted owl surveyors with previous experience. The contractor is responsible for submitting resumes of the crew leader and crew members for review and approval. � Weather conditions and access may affect the start date, but surveys must be done to meet the requirements of the protocol. Nesting surveys are to be conducted between March 30 and July 1. A draft report documenting the results of the surveys shall be provided by September 1, 2022 and a final report based on review and comments on the draft shall be completed by December 31, 2022.� Submission must be received not later than March 25, 2022, at 11:00 AM Pacific�via email at cree.prevost@usda.gov. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).� Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to Cree M.
