Description
The 496th Air Base Squadron at Mor�n Air Base, Spain has a requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) Multi-discipline Architect-Engineer (A-E) Services contract.� The intent is to award �four (4) IDIQ contracts, but the Government reserves the right to award less than four (4) or more than four (4). The duration of the contract will be five years with two possible one year options. The Government will award A-E design projects by issuing Firm-Fixed- Price (FFP) individual task orders (TO) to the contractor as requirements are identified by the 496th ABS/CE office during the contract period. �The minimum Task Order amount is $500.00 and the maximum Task Order amount is $500,000.00. The contract ceiling value will be a maximum of $4.9M. No contract for construction of any project shall be awarded to the firm, subsidiaries, or affiliates that designed the project. Prior to contract award, the selected firm must be registered in the System for Award Management (SAM) at www.sam.gov. Failure to register will render the firm ineligible for award. If already registered, ensure representations and certifications in SAM are current. It is the responsibility of the A-E firms to monitor this site for additional information pertaining to this requirement. Amendments to this notice will be posted to www.SAM.gov and will not be provided individually. Not responding to this notice shall preclude participation in the subsequent Request for Price Proposal (RFPP). This is a competitive selection in which competing firm�s qualifications will be evaluated in accordance with FAR Subpart 36.6 and the following information to determine the most highly qualified firms. In an effort to eliminate conflict of interest issues, the Government may award an IDIQ contract to a prime contractor and their first level subcontractor and/or team members, but not to both. For example, a prime contractor, first level subcontractor and/or team members who were selected for one A/E contract will not be considered for another A/E contract. The separation of contracts is intended to mitigate conflict of interest issues with competing A/E firms. Due to the overseas location of this solicitation, no Small Business set-aside will be used. The North American Industry Classification System (NAICS) codes for this acquisition are 541330, 541310, and 541690. NOTE: THIS REQUEST FOR CAPABILITIES IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. �IN ACCORDANCE WITH THE AGREEMENT OF DEFENSE AND COOPERATION BETWEEN THE KINGDOM OF SPAIN AND THE UNITED STATES OF AMERICA, ANY CONTRACT RESULTING FROM THIS NOTICE AND SUBSEQUENT SOLICITATIONCAN ONLY BE ENTERED INTO WITH COMPANIES AUTHORIZED TO CARRY OUT THESE ACTIVITIES IN SPAIN UNDER SPANISH LAW. COMPANIES MUST MEET THE REQUIREMENTS ESTABLISHED BY SPANISH LEGISLATION FOR EXECUTION OF GOVERNMENT WORKS. IN ADDITION, IN ACCORDANCE WITH THE OFFICE OF DEFENSE POLICY DIRECTIVES, SPANISH MATERIALS, LABOR, AND EQUIPMENT MUST BE USED IF PERMITTED BY THE REQUIREMENTS OF THE CONTRACT SPECIFICATIONS.�� This IS NOT a request for proposal. Funds are not currently available and the Government has no obligation to reimburse a firm for any costs associated with their participation or response. � NOTE: Questions must be sent to the POCs and be received by 25 Mar 2022, 12:00 Local Time. Answers to any questions will be posted in SAM.gov� Interested firms shall submit all documentation and credentials in English, for both the primary Firm and for Key Consultants, of all the information pertinent to the selection criteria, three (3) bound copies of the SF 330 and one (1) copy of all volumes in electronic format, using re-writable CDs/DVDs, at no cost to the Government, no later than 11:00 Local Time on 8 April 2022.
