- Headquarters, Supreme Allied Commander Transformation (HQ SACT) intends to issue an Invitation for International Bidding (IFIB) for the provision of contractor support at the NATO Innovation Hub for Information Technology (IT) Management of Services and Assets.� Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 3) have performed similar tasking to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. The reference for this contract is IFIB-ACT-SACT-22-50. This is a Firm-Fixed-Price, Level-of-Effort Contract in accordance with HQ SACT General and Special Terms and Conditions. Partial Bidding is not authorized. REQUIREMENT Innovation Hub is seeking an IT Support Technician to ensure that the Innovation Hub IT services and assets are available, managed, maintained, and updated optimally on-site at all times. It is imperative to provide the best IT support to mitigate any and all IT-related delays or impediments. The Innovation Hub IT services and assets require permanent management, periodic maintenance and updates, occasional upgrades, and emergent response to service disruption. The Innovation Technology IT Technician will be the primary person to provide this support. The ideal candidate must be experienced in IT operations including resolving, exploring, and following up on IT-related issues. The ideal candidate must communicate efficiently and effectively within a team environment and resolve problems directly and professionally. The ideal candidate must be capable of providing technical solutions to improve the Innovation Hub organization. The ideal candidate must have excellent written and oral communication skills and speak and write in English. The ideal candidate must have excellent client service skills and be proficient in Windows, Apple OSs, Google Workspace, and network concepts. The ideal candidate must be able to provide customer support, IT services, and backup/data recovery solutions. BIDDING PROCEDURE NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities � The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 13 April 2022 HQ SACT issues IFIB (target): 18 April 2022 The IFIB will be available for download at the following website:� https://www.act.nato.int/contracting� Bid closing (target): 30 May 2022�� � Contract Award: TBD �� Period of Performance: Base Period - 01 July 2022 through 31 December 2022 Option Period One - 01 January 2023 through 31 December 2023 Option Period Two - 01 January 2024 through 31 December 2024 Option Period Three (A) - 01 January 2025 through 30 June 2025 Option Period Three (B) � 01 July 2025 through 31 December 2025 �
