- Description
- Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a modification to the Geospatial-Intelligence (GEOINT) Visualization Services (GVS) contract to extend the current contract for up to 18 months (PoP ends 30 April 2022). This will allow sufficient time to complete necessary work, without which would put the Government at risk, while also allowing for the solicitation, award, and transition period of a follow-on contract available as a full and open competition. The GVS contract, providing user-facing applications to access and visualize GEOINT data, was solicited under full and open competition and awarded in October 2016 to Lockheed Martin, 13560 Dulles Technology Drive, Herndon, VA 20171. The NGA believes Lockheed Martin is the only source reasonably available to satisfy the requirements. Pursuant to FAR 6.3021(a)(2)(iii), the �services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in � (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency�s requirements.�� The modification to extend the support services providing under the GVS contract is to support critical software development and systems engineering efforts providing enhancement of existing capabilities that enable the technical evolution of content visualization and optimization for users to successfully perform mission requirements. The performance of work requires technical expertise and experience in Systems Engineering, Software Development, and Program Management. The period of performance for this requirement will be for no more than 18 months, and include one (1) base period of 12 months, and one (1) option period of 6 months.� This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
