- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ferdinand Hassler is requesting an OEM authorized technician of REINTJES Reduction Gear to troubleshooting and repair of the (#1) starboard reduction gear onboard the ship. The repair will take place at the NOAA Pascagoula, MS. Facility between April 26, 2022 and May 01, 2022. The troubleshooting and repair will be performed by Karl Senner, LLC, located at 25W 3rd St., Kenner, LA, 70061. REINTJES Reduction Gear is proprietary technology of their manufacturer, REINTJES Power Train Solutions. Karl Senner LLC is the only authorized service provider for the REINTJES Reduction Gear in the USA; there are no other authorized service providers. The Government is not aware of any other vendors that are authorized to service REINTJES Reduction Gear therefore; the Government intends to acquire these repairs under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Karl Senner, LLC under the authority of FAR 13.106-1(b)(1)). The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repair with a business size standard of 1250 employees.� This is not a solicitation for competitive quotes. However, if any interested party that can provide service by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO. A statement of capabilities shall include the detailed level of expertise, experience and authorization by the OEM� including parts acquisition through the manufacture, OEM authorization letter, and a price list. This shall be received by 5:00pm EST on Friday March 25, 2022. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the services required. Capability statements and related materials must be e-mailed by 5:00pm EST on March 25, 2022 to alexander.cancela@noaa.gov. The government does not accept responsibility for nonreceipt of email. It is the contractor's responsibility to request a confirmation of the email receipt.
