Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 with a small business size standard of 1,250 employees. AFRL requires a pulsed laser system at 493nm that meets the following specifications: (1) Mode locked femtosecond laser near 493 nm provided by Toptica. High power ultrafast erbium-doped fiber laser system includes SESAM mode-locked ring fiber oscillator, fiber amplifier, polarization-maintaining optical fibers, non-linear conversion optics to 493 nm and an air-cooled supply unit. Laser Specifications: ? Design wavelength 493 nm ? tuning range: 485 nm - 515 nm ? Pulse duration: between 250 fs and 500 fs ? average power: >80 mW ? repetition rate: 80 MHz but tunable with motorized stage and piezoelectric control for fast modulation. tuning range: +/- 100 kHz ? Optical output: free space ? electrical monitor output, standard ethernet and USB connection for computer control (2) Repetition control rate electronics Control electronics for adjusting and controlling laser repetition rate. Specifications: ? phase-locked loop electronics for synchronization of laser pulses to external reference laser or electronic signal ? RMS jitter of repetition rate: 10 Hz ? electronics rack with power supply ? laptop computer with software for monitoring and controlling phase locked loop (3) installation and training service representative makes onsite visit to install, verify proper operation, and train users to use laser The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425. Toptica is the only known manufacturer of this mode-locked, high power pulsed laser at 493 nm which can satisfy the specifications above which are essential to the Government's experiments.� The Toptica laser system possesses an adjustable repetition rate to address a particular transition of singly-ionized barium as part of trapped ion quantum networking research. The intrinsic properties of barium ions set requirements that must be met in order to perform particular tasks within a trapped ion system.� Known competitors do not provide a mode-locked pulsed laser with adjustable repetition rate and tunable wavelength near 493 nm. Toptica is the only firm capable of providing the complete system described above. The Government has determined that no other source has commercial offerings that can meet this laser system.� It is believed that this laser system is the only laser system that can satisfy the requirements of the trapped ion lab�s experiments.� The required laser system will work in tandem with existing laser infrastructure valued at >$500K. If this unique system is not procured there will be a substantial duplication of cost not expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 April 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
