- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following items listed below. The associated NAICS code for this medical equipment is 334516. The vendor, Government Scientific Source, Inc. is a small business, located at 12351 Sunrise Valley Dr., Reston, VA 20191 The contractor shall provide Brand Name Item: TOSCA 92 by Radiometer Ann Arbor Veteran Affairs Health Care System requires the procurement of 5 TOSCA 92 CO2 monitoring devices for use in the Pulmonary Section. The devices includes monitoring units, carbon dioxide and oxygen sensors, battery, and calibration gas. Essential/significant physical, functional, or performance characteristics. Salient Characteristics Transcutaneous carbon dioxide monitoring system which includes: Proprietary monitoring unit. TCM4 Series Base Unit, TOSCA 92 Module, and battery. User s Handbook and Power Cord. Proprietary carbon dioxide sensors. 5621000 combined Sp02/tcpCO2 Electrodes. 962-188 Calibration Gas Dimensions: Weight: 2.5 kg (5.5 lbs) including gas cylinder Size: 10.2 x 27.0 x 23.0 cm (4.00 x 10.63 x 9.06 ) Industry Standard Per the American Academy of Sleep Medicine, carbon dioxide monitoring during polysomnogram is current standard of care for patients with potential sleep related hypoventilation. Transcutaneous monitoring systems include: Carbon dioxide gas monitoring unit Carbon dioxide transcutaneous sensor Oxygen saturation sensor Purpose The devices will be used primarily during polysomnogram, but may additionally be used in clinical settings when atrial blood gas measurements are not feasible. The TOSCA 92 system meets all of the above deficiencies, and we are requesting 5 devices to provide adequate veteran care. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement.
