The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 333314. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. Statement of Work (SOW) for the Optos Silverstone Ultrawide-Field Imaging Device 1.0 General 1.1 Background The mission of the eye clinic of the VA Medical Centers located in VISN 5 is to provide care for its veteran population; in this task, multiple devices are daily employed. 1.2 Objective The Optos Silverstone performs wide-field imaging of the back surface ( fundus ) of the eye, which is imperative in the management of several diseases, including diabetes, retinal tear or detachment, retinal dystrophy, cancer, and others. At present, no direct competitors are available to the instrument being requested for acquisition. 1.3 Scope of Work Same as above. 1.4 Period of Performance From date of award until end-of-life of item. 1.5 Place of Performance This device is to be used on-site, in the eye clinic of each VISn Medical Center in VISN 5; VA Maryland Healthcare System Baltimore VA Maryland Healthcare System Perry Point Beckley VA Medical Center Clarksburg VA Medical Center Martinsburg VA Medical Center Washington DC VA Medical Center 1.6 Applicable Documents All applicable documents (e.g., price quotation, sole source letter, and technical specifications) are attached. 2.0 Specific Requirements/Tasks 2.1 This device uses lasers to record the fundus of the eye; as well as to perform autofluorescence, which reveals different disease states; and to acquire optical tomograms of anatomic concerns, which serve to provide non-invasive cross-sections of the eye, comparable in utility to traditional histologic slides. The contractor will coordinate with the Veterans Affairs Medical Center department of biomedical engineering, to service all on-site installation of hardware and software, as well as to provide any on-going support within the frame of their warranty-period. The warranty contract shall be pursued and maintained by the department of biomedical engineering. 3.0 Government Furnished Property/Equipment/Information This device will be installed and used on existing property of the Veterans Affairs Medical Center. Washington DC Veterans Affairs Medical Center, Eye Clinic Optos Silverstone Ultra-Widefield Imaging Device VISN 5 VA Medical Center has a requirement for the Optos Silverstone ultra-widefield imaging devices which allows color (combined red and green lasers) and autofluorescence photography of the ocular fundus, to ~133.33 degrees in the horizontal meridian, with the ability for concurrent scanning with spectral-domain optical-coherence tomography. These features are absent from currently available competing devices and are of value in the diagnosis and management of numerous eye diseases. These diseases include diabetic retinopathy, hypertensive retinopathy, retinal dystrophy, retinal disorder secondary to carotid disease, retino-choroidal infection and inflammation, retinal detachment, choroidal cancers as well as benign tumors, and other medical conditions. The instruments are expected to facilitate the handling of patients, leading to more efficient referrals, more accurate diagnosis, and more favorable care outcomes. The contractor will need to coordinate with each Veterans Affairs Medical Centers department of biomedical engineering, to service all on-site installation of hardware and software, as well as to provide any on-going support within the frame of their warranty-period.
