Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Habitat Conservation Plan (HCP), MSCP creates and maintains 5,940 acres of cottonwood-willow land-cover. The HCP provides general guidance for land-cover characteristics including vegetation structure and composition, patch size, and other environmental conditions such as soil salinity and moisture. Land-cover created as part of the LCR MSCP is designed, planted, and maintained to meet these guidelines. To ensure that these guidelines are met, soil moisture, soil salinity, groundwater level, and groundwater salinity need to be monitored. Reclamation established a monitoring network in 2018 under a previous contract. There are currently 89 soil moisture and soil salinity monitoring stations and 55 groundwater level and groundwater salinity monitoring stations being operated and maintained in the existing network. The contractor shall develop an environmental monitoring station installation plan, an operations plan, and a maintenance plan. Contractor shall procure and install monitoring instrumentation, collect monitoring data, review and process the collected data, and transmit the collected data. Equipment installation and maintenance will be required at the following LCR MSCP conservation areas: - Beal Lake Conservation Area: located near Needles, California - Yuma East Wetlands: located near Yuma, Arizona - Hunters Hole: located near San Luis, Arizona - Palo Verde Ecological Reserve: located near Blythe, California - Cibola National Wildlife Refuge Unit #1 Conservation Area: located near Blythe, California - Cibola Valley Conservation Area: located near Blythe, California - Dennis Underwood Conservation Area: located near Blythe, California - Imperial Ponds Conservation Area: located near Yuma, Arizona - Three Fingers Lake: located near Blythe, California Installation of new monitoring stations may be required at the above conservation areas. Additional sites may be added and will all be located within the LCR MSCP planning area. Equipment has previously been installed throughout the LCR area. At the previously installed monitoring stations, the successful contractor is responsible for maintaining all equipment installed. This includes replacing damaged sensors or dataloggers, failed sensors or dataloggers, or equipment that is operating outside of manufacturer's specifications. Contractor should possess adequate knowledge regarding this equipment and its installation to estimate damage and failure rates. Performance is anticipated to begin in October 2022 and services will likely be required to run for 5 years through 2027. The North American Industry Classification System (NAICS) Code for this acquisition is 541620, Environmental Consulting Services which has a Small Business Size Standard of $16.5 Million. Capability Statement (not to exceed 10 pages) - A brief summary of capabilities to include demonstration of the company's capability to perform the work. Previous procurements performed of similar size and complexity to include references with point of contact information. All responsible sources are welcome to submit a capability statement on or before 2:00 PM PT on April 1, 2022.
