- THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/John F. Kennedy Space Center (KSC) to post a draft Request for Proposal (RFP) to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.� This acquisition is being conducted to provide servces in support of requirements of the NASA KSC Safety and Mission Assurance (SMA) Directorate.� The KSC SMA Directorate supports active NASA Programs and Projects at KSC providing mission assurance, engineering, and risk assessment in the disciplines of safety, reliability, and quality at KSC and other sites that support KSC Programs and Projects. The SMASS IV contract may contain requirements in the following areas, including but not limited to: System Safety Engineering and Analysis, Quality Assurance and Engineering, Mission Assurance and Integration, Reliability and Maintainability, Software Assurance, Range Safety, Independent Assessment, Expendable Launch Vehicle Payload Safety, and Metrology and Calibration.�� This Draft RFP synopsis is not a solicitation and is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. �It does not obligate the NASA to procure or contract for this requirement. The Government will use industry comments or questions to finalize the RFP as necessary. All comments or questions shall be submitted electronically via email to KSC-SMASS-IV-INFO@mail.nasa.gov, no later than March 30, 2022, at 4:30 p.m. EST using the attached comments and questions form.� When responding reference 80KSC022R0010DRFP. �Please monitor this website for any responses to industry comments or questions.� The SMASS IV acquisition website is at: https://procurement.ksc.nasa.gov/smassiv�� The website will be activated around the time of the release of this draft RFP.� This website will provide potential offerors access to a library of technical documents applicable to this acquisition. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .�� No final RFP exists; therefore, do not request a copy of the final RFP. Any final RFP will be synopsized prior to its release and published on https://sam.gov.� It is the offeror's responsibility to monitor this website for the release of the final RFP and amendments (if any). Potential offerors will be responsible for downloading their own copy of the final RFP and amendments, if any. To facilitate teaming arrangements, interested parties are encouraged to register on the Interested Vender�s List found on this announcement in SAM.gov.� Interest Parties must be signed in to SAM.gov to registor or view the list.
