Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with The Scatter Works, Inc; 310 S Williams BLVD STE 222, Tucson, AZ 85711 for the purchase of one (1) spectral bidirectional scatter distribution function (BSDF) instrument to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) spectral bidirectional scatter distribution function (BSDF) instrument. The Surface and Interface Metrology Group of the Sensor Science Division of NIST, performs calibrations, measurement services and research related to the optical directional reflectance and transmittance of materials. The BSDF being procured describes the angle-dependent optical reflection and transmission of the sample and will be computer controlled to automatically measure the BSDF at different wavelengths and different illumination and detection angles. This BSDF will support the mission via using the collected measurements to build a database of the spectral bidirectional scattering distribution functions (BSDFs) of a wide variety of materials. These material measurements include solid materials, films, powders, and liquids. Specifically, the materials will be measured throughout the 200 nm to 2400 nm optical wavelength range when used with appropriate light sources. It was determined that only The Scatter Works Inc. offered a system that could meet the required noise equivalent BSDF of 10-7 sr-1 for smaller or wavelengths of 400 nm to 1000 nm with illumination powers near 10 mW or less. This specification is needed for measurements of polished optical surfaces (such as laser mirrors and lenses), which can have BSDF values less than 10-5 sr-1 in off-specular directions. A noise equivalent BSDF of 10-7 sr-1 or less will ensure that measurement noise is nominally 1 % or less of the measured signal. This noise level is necessary to achieve our goal of a total measurement uncertainty near 5 %, in order to provide quality data for stakeholders. The noise equivalent BSDF specification must be met with 10 mW or less of illumination power because that is the nominal power (with a 10 nm bandwidth) of the broadband light sources that will be used with the BSDF instrument. The Scatter Works Inc. is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
