- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Toptica Photonics, 5847 County Rd. 41, Farmington, NY 14425 for the purchase of one (1) 1096 nm to 274 nm fourth harmonic generation system instrument to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) 1096 nm to 274 nm fourth harmonic generation system. The Thermodynamic Metrology group is developing a molecule laser cooling platform that will enable advanced pressure and temperature metrology.� This project requires a high-power, spectrally-narrow source of laser light that is tunable for wavelengths from 274.10-274.20 nm.� This procurement seeks a fourth harmonic generation (FHG) system capable of converting incident fundamental 1096.4 nm � 1096.8 nm light to the desired range. FHG system which accepts laser input (not part of this procurement) with wavelength around 1096.6 nm and outputs light with wavelength around 274.15 nm to be used for molecule spectroscopy and laser cooling to enable quantum metrology of thermal radiation.� It was determined that only Toptica Photonics can offer a FHG system that has the required high power (500 mW) 274 nm wavelength light to include the deep ultraviolet. This specification is essential as obtaining a fourth harmonic generation system with this can be especially challenging as ultraviolet radiation can damage many materials without special care and expert techniques. Without this wavelength NIST would be unable to use the pump to allow for the laser cooling of MgF molecules.� Market research found that only Toptica can provide a laser that meets these requirements. The Toptica Photonics is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
