Description
Naval Information Warfare Center Pacific (NIWC Pacific) intends to award a contract modification on a sole source basis to CANA, LLC of Haymarket, VA (CAGE code: 5C0Q6), to provide Research, Development, Test and Evaluation (RDT&E) related to Verizon's ""electric Tactical Humanitarian Operations Response (eTHOR)"" Application. eTHOR is a mobile, rapid-response command center vehicle with prototype 5G ultra-wideband capability and exportable energy technologies. CANA will prototype and evaluate the application of eTHOR and provide Scientific and Technical Information (STI) deliverables via performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D)-related analytical services. The effort will be to prototype a solution to prevent increased fuel logistics through the development and analysis of 5G mesh networks. The Contractor shall include evaluation and demonstration of mobile network hub on a mission ready platform suited for autonomy and exportable energy applications. Efforts shall include Analyses of Alternatives (AoA), Modeling and Simulation (M&S) in relation to proof of concepts, and extended evaluations in multiple operational environments to assess respective performance in varying environmental conditions using Logistics Analysis and Wargame Support tool (LAWST) and Military Power Energy Model (MPEM). This contract modification is anticipated to be awarded as a Firm Fixed-Price Contract with a 12-month base period and one 12-month option period. The anticipated contract modification award date is 14 APR 2022. The applicable NAICS Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the business size standard is 1,000 employees. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can perform these services may be considered by the agency. Interested parties may identify its interest and capabilities in response to this synopsis, and must clearly demonstrate the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided.
