- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified business concerns that are interested in and capable of performing the work described herein and posted as a market research tool. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 237990 � Other Heavy and Engineering Construction Projects. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources for the 3rd Port Improvements Project at Ft. Eustis, VA. � The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price contract for the construction of improvements required at 3rd Port, at JBLE � Eustis with provisions to include construction of three (3) new finger Piers to replace three (3) existing finger piers that will be demolished and removed, new bulkheads along piers 8 thru 14, new utility connection at the three new pier locations to accommodate connection of shore power, domestic water, sanitary waste water, and bilge waste water for six (6) boats.� The project will also include the removal of an existing mooring pile line on the north side of the Skiffes Creek Channel (approximately 800 ft long), and the installation of a new re-aligned mooring pile line on the north side of the Skiffes Creek Channel (approximately 800 feet long).� The project will also include the demolition of existing concrete pavement and replaced with new concrete pavement adjacent to the new piers.� Minor dredging will be required in the area of the new pier location, as well as the new re-aligned mooring pile line.� The estimated amount of dredging is approximately 20,000 CY. Supporting facilities include site development, utilities and connections, lighting, paving, and site improvements.� All utility work required by the contract documents will need to be coordinated with the Privatized Utility Providers at JBLE-Eustis.� The Contracting Officer has classified this requirement as Other Heavy and Civil Engineering Construction, North American Industry Classification System (NAICS) code 237990, with a small business size standard of $39.5 million.� In accordance with DFARS 236.204(i) the magnitude of construction for this project is between $10,000,000.00 and $25,000,000.00. Capability Statement: We are requesting that all interested and qualify businesses respond to this sources sought notice with a capability statement not to exceed fifteen (15) double-sided pages. At a minimum, the statement shall include: Offeror�s name, address, point of contact, phone number and e-mail address. Offeror�s Cage Code and DUNS number. Offeror�s interest in bidding on the solicitation when it is issued. Offeror�s capability to perform a contract of this magnitude and complexity comparable to work performed within the past five (5) years, and a brief description of the project. A statement of the portion, by percentage, of the work that will be self-performed on this subject, and how it will be accomplished; include a statement of the number of subcontractors by discipline. Offeror�s Joint Venture information if applicable � existing and potential. Offeror�s preference to see this as a FAR Part 14, Sealed Bid, or FAR Part 15, Negotiations. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (i.e. 8(a), Hub-zone, Service-Disabled Veteran Owned Small Business, Women Owned, Etc.). This sources sought shall not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. This Sources Sought Announcement is not a request for competitive proposals.
