Description
The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to issue a Firm Fixed Price delivery order under the Basic Ordering Agreement (BOA) N00019-21-G-0012 with Bell Textron Inc., 3255 Bell Flight Blvd, Fort Worth, Texas 76118 on a sole source basis. This delivery order will procure updated technical data deliverables including, updated ECP, production drawings, retrofit drawings, new plating modification and touchup instructions, and logistics data for the AH-1Z and UH-1Y new Plating, Main Rotor Mast and Assembly, Main Rotor Mast. Additionally, the government intends to procure non-recurring engineering associated with updating the Main Rotor Gear Box part number due to incorporation of a new plating. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated under the subject BOA. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies and services listed in this CJ&A (21-0117). The supplies and services contained in this CJ&A are top readiness degraders and speed to fleet distribution is essential. Therefore, NAVAIR has determined Bell is the only responsible source capable of meeting the agency�s requirements. This notice is for information purposes only.
