- Description
- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.603 Streamlined solicitation for commercial products or commercial services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is�12405B22Q0046�and is issued as a request for quotation (RFQ). �This requirement is a�100% Total Small Business Set-Aside.� The associated NAICS Code is�562111 Solid Waste Collection, and the Small Business Size Standard is $41.5 million.� This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-04. Description of Work: The U.S. Department of Agriculture, Agriculture Research Service, Subtropical Horticulture Research Station (SHRS), Miami, FL location requires 12-month service of trash and recycle pick up. �Work to provide collection and disposal services to include personnel, supervision, labor, supplies, equipment transportation, tools and materials for waste removal and recycling services in strict accordance with Statement of Work (SOW) at the USDA/ARS/SEA, SHRS, 13601 Old Cutler Rd, Miami, FL location.� The requirements are further listed in detail in the attached Statement of Work. Period of Performance: Base Year - 04/01/2022 - 03/31/2023 Option Year 1 - 04/01/2023 - 03/31/2024 Option Year 2 - 04/01/2024 - 03/31/2025 Option Year 3 - 04/01/2025 - 03/31/2026 Option Year 4 - 04/01/2026 - 03/31/2027 DOCUMENTS TO BE INCLUDED IN QUOTE:� In order to be considered for award, Offerors shall respond by submitting: One (1) original fully completed and signed SF-18 (complete Blocks 13, 14, 15, and 16); include unit price and total amount for each CLIN listed, quotation should be valid for at least 60 days after receipt of quotation Providing all associated documents identified in the attached clauses and provisions document, specifically 52.212-1 Instruction for the Preparation of Offers.� Have an Active SAM.gov registration and complete the Representations in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.beta.sam.gov. Failure to provide the required information in the requested format may result in quotes not being considered for award. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document.� Additionally, other contract requirements and terms/conditions can be located in the same document. All interested firms wishing to furnish a quotation shall furnish a quotation by Thursday, March 17, 2022, no later than 3:00 p.m. Central Time (CT).� Quotations are to be sent via email to Monte Jordan @ monte.jordan@usda.gov. Q1. � � �Was an incumbent contractor performing these services, or if this is a brand-new contract?��If there is an incumbent, could you please provide the current / previous contract number? A1. � � � Betterwaste Management Corp �12405B21P0186 Q2. � � �What was the prior amount awarded on this contract? The company name last service this�contract? A2. � � � $12,574.56, Betterwaste Management Corp Q3. � � �Would it be ok on your end to have a container just for cardboard and the rest of the�recyclables can be thrown in the trash bins along with the trash and then be picked through on our�conveyor system once its processed and enters our facility for processing?�� A3. � � � This would need to be answered by Miami, FL location. �The statement of work provided�with solicitation does state one 6 cubic yard container for non-cardboard and one 6 cubic yard�container for cardboard only. A3. � � � Miami Florida location If I�m understanding contractor correctly, he is saying that he can provide the two 6 cubic yard�containers for trash which will also be comingled with recyclables (except cardboard), and one 6�cubic yard container just for cardboard. �It is stated that the trash containers can have�recyclables and that the company will actually sift through the trash to extract recyclables. Is�this correct? �If that is the case, then I�m ok with that. We just need to be very clear that the�expectation is that the trash will be checked each time for any recyclables and that the�recyclables will be disposed of properly and recycled. �
