- Regional Procurement Office (RPO) East, Research and Development Contracting Division intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with MiniMatters, LLC, for Acceptance and Commitment Therapy (ACT) - based video production services for psychotherapy interventions for the Michael E. DeBakey VA Medical Center Houston. Due to the pandemic, VA Houston s psychotherapy interventions for Veterans with significant distress and chronic health problems have all become virtual since COVID-19 began. All treatments, based on Acceptance and Commitment Therapy (ACT), are offered via Zoom and PowerPoint. There are 6 skills in the ACT model: acceptance, diffusion, present moment focus, self as context, committed action, and values. To better communicate complex psychotherapeutic material virtually effectively and professionally, it is necessary to have content related to the intervention produced. Short, animated videos with supportive graphics to reinforce the teaching and learning in the virtual environment are required. The proposed ""Six Skills Videos"" cover highly complex concepts from the therapeutic approach of ACT. The team at MiniMatters is already familiar with the complex ACT model. It has prior and knowledge and experience of developing explainer videos from producing another project largely based on Acceptance and Commitment Therapy. The Patient Priorities Care (PPC) project was created to help older patients connect with their values and engage in committed actions that are aligned with those values. Their expertise in ACT as well as in scripting and translating scripts into animated videos on medical topics for a lay patient audience is not a skill set available from other video production companies. MiniMatters possesses the characteristics, capabilities and expertise suited to the special design and successful performance features needed for this project. MiniMatters will provide MEDVAMC - Houston with the following for the Skills Videos: Project Management Interviews, Scripting & Storyboard Design and Animation Core Video Voice Overs Music and Sound Effects Layered Graphics Files Closed Caption Files Toolkit Option A This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to the Contracting Officer, Millicent Covert at millicent.covert@va.gov, no later than Monday, March 21, 2022, at 11:59 AM EST. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
