- Due to the proprietary nature of the items being procured, this contract action was awarded without competition IAW�AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) The Space Security and Defense Program (SSDP) requires Analytical Graphics, Inc.'s (AGI) System Toolkit (STK) software to perform engineering analysis and visualization in concepts development, design engineering, test & evaluation, operations, and post operations analysis for complex national security and space problems. SSDP systems currently have custom code, plug-ins and scenarios developed that are tailored to STK software. Without this software, SSDP would be unable to perform complex analyses of ground, sea, air, and space platforms and share results in one integrated environment. In addition, STK is a common software application used by other Government agencies with whom SSDP shares critical data with. The particular enterprise software agreement configuration required by SSDP is not available on GSA or through other mandatory sources. AGI is the sole authority to offer the required STK software products and licenses to SSDP. This product line is sole sourced, manufactured, owned, sold, distributed and supported by AGI. There are no authorized resellers for this particular software toolkit and licenses. Furthermore, SSDP must purchase information technology hardware and/or software items off the National Reconnaissance Organization's (NRO) Approved Products List (APL) and the NRO's Software Security Risk Database (SSRDB). Items on the APL and SSRDB have been tested and certified and are compliant with the Trade Agreement Act (TAA). Products associated with AGI's STK software licenses are listed on the NRO APL, approved on the SSRDB, and vetted by the system's accrediting authority as an approved solution for SSDP.
