- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for Life Connection Programs College Instructors for inmates at the Federal Correctional Institution (FCI) located in Milan, Michigan. The NAICS Code is 611210(Size Standard: $22.0 million). All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractors/instructors will provide an average of 6 sessions each week to coincide with the core curriculum topics of the residential Life Connections Program.� Classes will be offered intermittently throughout the year.� Work hours will normally be between the hours of 10:00 AM � 4:00 PM Monday thru Friday excluding Federal Holidays.� The schedule may include evening hours based on program needs. The breakdown of hours will be determined locally. Contractors shall be responsible for providing instruction for inmates who are active participants in the Residential Faith-Based Program. Classes may include, but are not limited to, Managing Emotions, Interpersonal Skills, Job Skills, Creative Writing, as well as other therapeutic classes such as Art, Crafts, Drama, etc.� The contractors will work closely with the Chaplain Program Manager and other staff to assist in the development of the program and to gauge the progress of individual participants.� Consultations will be held with the Chaplain Program Manager as needed.� The contractors� performance will be monitored by the COR.� The contractors shall attend all training required by the BOP for contract workers. The contractors will not be permitted to attend institution meetings, staff recalls, or government training sessions for Institution staff on contract time or as a consideration of the contract. The contractors may attend team meetings, departmental meetings, or other meetings relating to the involvement of the services to be provided by terms of the contract. Some meetings will be required and accomplished on contract time.� The contractors will pay for their own expenses to attend one training/planning meeting each year related to the development of the program.� The contractors will be required to follow any and all applicable guidelines for the services to be provided.� They will also maintain accountability of all Government furnished materials, supplies, and equipment.� Contractors will sign the provided log or sign-in sheet as documentation for sessions worked and for security purposes.� Contractors may, at any time, be removed from the institution at the discretion of the CEO.� The college will provide a monthly billing statement to the COR that accurately reflects the title/content of the classes, the dates of classes completed, the number of hours or sessions, and the total dollar amount due for the monthly services. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The solicitation will be made available on or about April 15, 2022 and will be distributed solely through the Sam website at http://www.sam.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions.
