Combined Synopsis/Solicitation |�70FBR622R00000014 The Federal Emergency Management Agency (FEMA) has an urgent requirement and is considering the issuance of single or multi-vendor task order(s) from a Blanket Purchase Agreement for 100-gallon or larger propane tank rentals in support of disaster relief operations for Hurricane Ida � DR4611. This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice, FAR 13.106-1, and FAR 15.405. The solicitation number 70FBR622R00000014 is being issued for request for price (RFP). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 424720 Propane Merchant Wholesalers. This requirement is to support the federally declared Hurricane Ida DR4611-LA during the COVID-19 pandemic. This action is being competed using the policies and procedures for procurements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 USD 5150) and FAR 6.208 Set-Asides for Local Firms during a Major Disaster or Emergency. A �local firm� means a private organization, firm, or individual residing or primarily doing business in the affected area that has been made part of the disaster or emergency declaration. In order to fulfill the requirements of the two statutory requirements a contracting officer may set aside solicitations to allow only offeror(s) residing or primarily doing business in the affected area. ____________________________________________________________________________ Description of Requested Items/CLIN Structure Purpose The Department of Homeland Security, Federal Emergency Management Agency (FEMA) requires the rental of 100-gallon or larger propane tanks for 3 Group Sites as shown below in support of disaster relief operations for DR4611-LA. Group Sites 13980 West Main St., Larose, LA 70373 7772 Belle Chasse Hwy., Terrytown, LA 70056 1049 Scottsdale Dr., Harvey, LA 70058 ____________________________________________________________________________ Quote Submission Instructions Questions & Answer period will end at 12:00 CST pm, Tuesday, March 15, 2022. Responses to this Request for Quote are due electronically to ashlee.young@fema.dhs.gov by 12:00 pm CST, on Wednesday, March 16, 2022. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. All quote submissions must include the following information on a quote submission cover letter. Delivery Schedule Based on the Contractor service area, the contractor shall provide the earliest delivery date for each location they can accommodate for the fulfillment of the 100-gallon or larger propane tanks requirements. Price The contractor shall complete the attached pricing chart or solicitation template which includes the product pricing, service fees, and delivery fees. Additionally, the Contractor must provide an image, product description, and specification of proposed equipment for this solicitation. Factor 3. Experience and Technical Competence in the type of work required The offeror�s proposal will be evaluated for its quality and evidence of the extent to which the contractor demonstrates its knowledge and a thorough and comprehensive understanding of the requirement and the capability to perform the requirements outlined in the statement of work (SOW) and solicitation. Factor 4. Past Performance The Government will evaluate each Offeror�s past performance (minimum of 3 examples) and completion requirements of a similar size, scope, and complexity, as proven by the successful management of current and previous contracts of a similar magnitude, scope, and complexity.
