- Sole Source Notice The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intended Recipient: Nikon Instruments Inc., 1300 Walt Whitman Road, Melville, NY 11747 Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to Nikon Instruments, Inc. for a Nikon Ti2-E Inverted Automated Research Microscope. Sole Source Justification: USU�s Department of Biochemistry and Molecular Biology requires a Nikon Ti2-E Inverted Automated Microscope with spinning disk and TIRF capacity and associated attachments. The researchers require a system that combines 2-color simultaneous TIRF and 2-color disk plus galvo photobleaching in the same experiment. They require the system for imaging of multiple proteins involved in dynamic cytoskeletal and mitochondrial functions, and observing the proteins labeled with two different fluorescent colors both in vivo (using the spinning disk) and in vitro (using the TIRF). A Nikon Ti2-E Inverted Automated Research Microscope is required to replace an older version of a similar system. USU students and researchers are trained on the Nikon system, and continuity essential for both learning and teaching. The Nikon system is required to ensure research consistency and interoperability of systems. The Nikon Ti2-E Microscope will be procured in accordance with the procedures of FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The Sole Source determination is made in accordance with FAR Part 13.501(a) Sole source (including brand name) acquisitions, which states that acquisitions solicited from only one source be justified in writing with the justification approved at the levels specified in FAR 13.501(a)(2) and made publicly available.
