- This is a Sources Sought Announcement issued in accordance with the Federal Acquisition Regulations (FAR) 15.201, DFARS 236.272 and the United States Army Corps of Engineers (USACE) Acquisition Instruction (UAI) 5136.272. This is a Notice for Sources Sought only. This is not a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). There is no bid package, solicitation, specifications or drawings available with this announcement. It does not constitute a procurement commitment by USACE, implied or otherwise. No contract will be awarded from this Sources Sought Notice. Response is strictly voluntary; no reimbursement will be made for any cost associated with providing information in response to this Sources Sought or any follow-up information requests. The Government shall not be liable for or suffer any consequential damages for any improperly identified information. USACE has a requirement for a copper ion generating (CIG) system with installation services at the Harry S. Truman Lake Project in Benton County, Missouri. The North American Industry Classification System (NAICS) code for this requirement is NAICS Code 333318 Other Commercial and Service Industry Machinery Manufacturing. The small business size standard for this requirement is 1,000 employees. Project Description The work includes materials and installation services of a CIG system to protect the raw water system from zebra mussel biofouling. Externally mounted flow meters will be installed on the piping at each of the auxiliary raw water systems raw water headers to route water flow measurements back to the CIG programmable logic controller (PLC) for modulation of the CIG skid mounted system and pump to vary the output of copper ions to meet required mitigation treatment levels.� The system will include all piping, meters, pumps, generators controls, and associated equipment. Additional information may be requested after initial response, either from individual respondents or all respondents. This Sources Sought is the only document that will be published notifying potential offerors of the Government�s intent of establishing a competitive market base.� To be considered qualified, firms must meet the following minimum requirements: Company Information (Identify if using a joint venture or partnering). The following information is required. Please answer the following Technical Questions and provide as much applicable information as possible: A. Does your firm have EPA certification for the proposed treatment method and equipment for Zebra Mussel fouling. B. Have you installed similar systems for USACE or BLM Hydropower Plants in the last five years? Provide examples of project scope, schedule and budget. C. Have you installed three systems that have been permitted by Missouri (MDNR) utilizing this technique (does not need to be a hydropower installation)? Provide project scope, schedule and budget. D. Do you have experience in installation of piping systems in industrial environments such as power generation plants.� Provide two examples with scope of piping system. E. Is your system supported by off the shelf repair parts? List major off the shelf components and components that may require special order or major supply chain concerns. Ability to successfully comply with the provisions of FAR 52.219-8, Utilization of Small Business Concerns. Offeror's type of business and business size. (If small business, Company�s current small business category (Small Business, HUBZone, Service-Disabled Veteran Owned, Woman-Owned, and/or 8(a)) as it relates to the specified NAICS Code or something similar. *If you do not have a CAGE code, and you are interested in pursuing a contract with the Government, please register in the SAMs website as soon as possible (register through https://www.sam.gov/SAM/). A CAGE code is required prior to the submission of your proposal/quote/bid, but not required for this Sources Sought. Offeror�s are advised that information provided to the Government in regard to the products or devices proposed will be considered For Official Use Only (FOUO) and will not be released to the public or other potential offerors. The Government may retain this information for its records indefinitely. This is a market survey and notification of intent only (Sources Sought). This is not a request to respond to a solicitation.
