- This is a sources sought announcement issued in accordance with DFARS 236.272 and the United States Army Corps of Engineers Acquisition Instruction (UAI) 5136.272. This is a notice for sources sought only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). There is no bid package, solicitation, specifications, or drawings available with this announcement. It DOES NOT constitute a procurement commitment by the U.S. Army Corps of Engineers (USACE), Kansas City District (NWK), implied or otherwise. No contract will be awarded from this sources sought notice. Response is strictly voluntary, and no reimbursement will be made for any cost associated with providing information in response to this sources sought, or any follow-up information requests. The Government SHALL NOT be liable, or suffer any consequential damages, for any improperly identified information. This is a market survey and notification of intent only. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of solicitation to be issued will depend upon the responses to this synopsis. The proposed project will be firm fixed price, stand-alone contract with an estimated magnitude of $500,000 to $1,000,000. The estimated bonding capacity requirement is $1,000,000. The period of performance is estimated to be 430 days after NTP, which is expected in early July 2022. �The Kansas City District is attempting to define and clarify what would be the best method for soliciting this work to ensure maximum competition.�� The proposed project will be for furnishing all equipment, materials, labor and performing all work required for the replacement of the two (2) 2500 gpm unwatering pumps, three (3) 550 gpm station drainage pumps and all associated piping, valves, supports, wiring, controls and associated equipment and enclosures within the unwatering and drainage sumps at the Harry S. Truman Dam and Reservoir, Warsaw, MO. The work also includes new discharge riser piping for submersible pumps, modifications to enlarge pump openings, new covers for the enlarged openings, and incidental related work. Controls and monitoring provided must be fully cyber compliant, functional as a stand-alone system, and with connection points to allow further integration into the SCADA network. Additional information may be requested after initial response, either from individual respondents or all respondents. This sources sought is the only document that will be published notifying potential offerors of the Government�s intent of establishing a competitive market base. The North American Industry Classification System (NAICS) code for this requirement is 237110 construction of water and sewer lines, mains, pumping stations, treatment plants, and storage tanks. Capacity: Provide your firm�s Bonding Capability (construction bonding level per contract and aggregate construction bonding level both expressed in dollars). Capability: Provide your firms capability to perform a requirement of this magnitude ($1M-5M) and complexity. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Have you performed the types of work listed in the description of the requirement? How much of each type of work did you complete as the prime or sub-contractor? Do you have experience with lift stations, large pumps, and associated piping, valves, supports, and valve operators? Do you have experience with variable frequency drives? Do you have experience with commercial or industrial electrical? Do you have capability to provide portable pumps and generators to retain dewatering throughout construction of the project? Do you have capability to provide the required qualified staff/trades including, but not limited to the following: Quality Control Manager(s)? Safety professional(s)? DoD approved cybersecurity IAT Level I or II certified personnel? DOD Directive 8140.01, Cyberspace Workforce Management. 2. DA PAM 25-2-6, Cybersecurity Training and Certification Program Do you have ability/experience with stand-alone controls and monitoring systems with connection points to allow further SCADA integration at a later date? Do you have the ability/experience in installation of controls and monitoring systems which are integrated into fully cyber compliant SCADA networks? Contractor may submit capabilities/examples of work done by a sub-contractor, if that subcontractor intends to enter into a letter of commitment with the contractor. Will you be teaming with other small businesses to meet the self-performance requirements? Will your subcontractors be primarily small businesses?
