Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 339950 Sign Manufacturing 3. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. We are requesting the service of a contractor to provide Wayfinding Signage with Ancillary for the Veteran Affairs Greater Los Angeles System (VAGLAHS). Please refer to the Statement of Work for the specifications for the requirements. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127. 7. Statement of Work Interior & Exterior Signage Maintenance & On-Going Signs VA Greater Los Angeles Health Care System 1.0 OVERVIEW The VA Greater Los Angeles Health Care System has a requirement for maintenance and on-going needs for the interior signage, exterior signage, digital signage, artwork graphics and ancillary wayfinding design and installation services throughout the campus, under a single award Blanket Purchase Agreement (BPA). The award of a BPA is pursuant to Federal Supply Schedule (FSS), and Federal Acquisition Regulation (FAR) Part 8.405-3 authorizing the establishment of Blanket Purchase Agreement to the FSS contract holder. 2.0 PERFORMANCE REQUIREMENT Place of Performance: VA Greater Los Angeles Health Care System including but not limited to: West Los Angeles Medical Center Los Angeles Ambulatory Care Center Sepulveda Ambulatory Care Center Community Based Outpatient Clinics (CBOC) Period of Performance: 1 Year Base with 4 Option Years The Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Sunday, it is observed on Monday 3.0 GENERAL SCOPE The purpose of this project is to provide maintenance and future requests for interior signage, exterior signage, digital signage, artwork graphics and ancillary wayfinding design and installation services for the Los Angeles VA Medical Center and associated locations. Tasks include designing, programming, manufacturing, and installation when required. The vendor or team must be able to match the sign standard and have significant experience in wayfinding design, interior signage, exterior signage, specialty display-feature walls, electronic active and interactive signage, and artwork/graphics for wayfinding purposes in large healthcare facilities. All work shall meet Federal and Department of Veterans Affairs requirements for safety, ADAAG (Americans with Disabilities Act Accessibility Guidelines), US Architectural and Transportation Barriers Compliance Board, International Code Council/American National Standards Institute A117.1- Standard on Accessible and Usable Buildings Facilities, and National Fire Protection Association 101 Life Safety Code. When needed, new signage will provide clear identification of both primary and secondary Structures, Buildings, Departments and Rooms; assist wayfinding activities of patients, visitors, and staff; enhance the environment of care. The interior and exterior signage additions must function and match finishes and sizes exactly that are currently VA approved. The program shall be coordinated with the VA according to facility demolition, renovation, and construction schedules. The vendor should be a combined environmental graphics design-build organization. Requirements The awarded vendor must be on GSA Schedule including all signage and ancillary services required. Awarded vendor or team shall possess a minimum of 5 (five) years of successful experience in wayfinding design for large medical centers and in the design, fabrication, and installation of fixed building and site signage for Department of Veterans Affairs or Federal Institutional clients. Signs and their installation shall comply with applicable provisions of the latest edition of the applicable standards and with requirements of authorities having jurisdiction. Any strategic partnerships (outsourcing) for design, fabrication, or installation shall be fully revealed in the vendor's response. The items shall be completely new, and shall not be used, refurbished, or in any other form, including substitutions. Contractor shall not add or substitute any component(s) without prior approval from the COR/VAPAHCS Designated Technical Expert (DTE) Signage shall be component based, mechanically fasten to the wall, be easy to update, manufactured in the USA and follow the standard set in the attached drawings. Interior Room Identification: When required the vendor shall program, manufacture, and install new or updates to existing interior room and identification signs. This will involve programming and sign location plans being prepared including a complete sign message schedule identifying each sign, its message, and its type. Interior Room Identification should follow the design standard already set by the VA per attached drawings. Room Identification signs must feature an open license application that auto scales the copy to fit each sign approximately for creating new sign inserts in house on any standard computer or printer. Directional and Wayfinding Signage: When required the vendor shall program, manufacture, and install new or updates to existing directional and wayfinding signs. These signs shall be designed, manufactured, and installed including a complete sign message schedule identifying each sign, its message, and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA per attached drawings. This is more than a sign replacement and requires an experienced healthcare wayfinding designer. Life Safety and Regulatory Signage: When required the vendor shall program, manufacture, and install new or updates to existing life safety and regulatory signs. These signs shall be designed, manufactured, and installed including life safety, code, and regulatory signage. This will involve programming and sign location plans being prepared for regulatory, code and life safety signs. Exterior / Site Signage: When required the vendor shall program, manufacture, and install new or updates to existing exterior signage. This shall include a complete sign message schedule identifying each sign, its message, and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA. This is more than a sign replacement and requires an experienced healthcare wayfinding designer. All programming materials shall be submitted for text/copy, materials, construction detail, layout and mounting methods for verification and approval. Physical samples may be required. Awarded vendor shall prepare and provide a detailed Scope of Work/Quote for each project. The finalized Scope of Work shall include the agreed upon pricing, approach, method, format, and timing to complete the project. All pricing shall be based on the BPA terms / conditions and on GSA Schedule. Upon issuance of a task order, the Contractor shall complete all work within the time frames specified in the task order and approved progress schedules. The Contractor shall perform all necessary quality control functions to ensure the work is executed in compliance with the terms of the task order and this contract. The price proposal will include breakdowns of labor and materials and shall include hours for each trade category. Task Order Procedures 3.2.1. As the need exists for performance under the terms of this contract, the Contracting Officer Representative (COR) will notify the Contractor of a potential performance requirement via email. 3.2.2. The vendor will be required to provide price and technical proposals for planning and budgeting purposes at no cost and at no liability to the Government to award the project / task order. GENERAL SPECIFICATIONS Interior Signage Standard Tactile and Braille Characters raised minimum 0.793 mm (1/32 in). Characters shall be accompanied by Grade 2 Braille where required by ADA. Type Styles: Refer to Drawing Standards for Approved Design Character Height: Comply with ADA regulations and sign standards ADA Required Symbols (Pictograms): Equivalent written description shall be placed directly below symbol, outside of symbol's background field. Border dimensions of symbol background shall be minimum 150 mm (6 in) high Finish and Contrast: Signs incorporate various interior finishes / materials of varying depths. Refer to Drawing Standards for Approved Design. Mounting Location and Height: Room ID Signs - Mount on wall adjacent to the latch side of the door in accordance with ADA and to avoid door swing / protruding objects. All other signs follow ADA / JACHO requirements Aluminum frame is anodized with a minimum of 75% recycled aluminum content Signs shall feature a spring clip loading feature for sign contents. Signs must mechanically fasten to the wall (no adhesive mounting unless special exception in area exists) Room ID signs shall have an insert software program with unlimited licenses that auto scales copy allowing signs to be updated in house on any standard computer and printer Subsurface color and graphics unless required otherwise for ADA Aluminum Sign Holder: Satin Silver - .75 Depth with chamfer profile design Signs must accept elements of various thicknesses up to a ¼ during in field operation. Behavioral Health Signage Signs shall not exceed .045 in depth. Product must be shatter resistant, pliable, light weight and contain no sharp edges. Solution must be ADA compliant with Grade 2 clear dome braille and raised characters. Write-on board and pocket sign options must be available as required. Background color shall be a wood look to help create a residential model and be integral to the material (surface applied background finish is not acceptable). Formica or other rigid / non-pliable substrates are not acceptable due to patient safety. Inpatient Patient Notification Signage Patient specific information messages (i.e., Fall Risk, Fluid Restrictions, Wheelchair Required, etc.) shall be printed on a tear and water-resistant card stock substrate. Patient specific information messages shall be quickly and easily revealed or concealed via a tamper resistant face requiring at least two directions of motion. Patient specific information messages shall be storable and interchangeable within a sign component which matches the frame finish to maximize the number of available message options. The sign component which houses the patient specific information messages shall have a containment feature which keeps all housed contents held securely within while also providing a means for simple removal of all contents. Patient information messages and holders must match other Continuum signs for a cohesive esthetic. Construction - Interior Signs Base Interior Signage Continuum: All sign components shall utilize a component-based sign system with a type II class I extruded aluminum frame composed of clear anodized aluminum with a minimum of 75% recycled content. Aluminum holder shall have precision mitered corners that are mechanical assembly via concealed fasteners. Aluminum frame profile depth shall be .75 with a subtle radius and chamfer profile design elements for a modern and timeless aesthetic. Completed frame assembly must be available in size increments of not more than an ¼ in both length and width to provide unlimited holder dimension options to meet various needs. All extrusion and aluminum components shall be manufactured in the USA. System shall feature a spring clip loading feature or similar for sign contents. This will allow the system to: a) Readily accept sign parts and design elements of various thicknesses (room numbers, inserts, paper, dry erase, woods, metals, etc) while in service after installation without customization to maximize system flexibility b) Feature a push and slide method for insert and component removal requiring no special tools. c) Allow sign inserts and components to be easily removed with no portion of the frame requiring disassembly. Interior Sign Parts to Go in Continuum System: Acrylic parts are composed of a two-ply and three-ply construction, the first ply being 1/16"" thick matte finish acrylic, the second ply being 4mm thick closed cell PVC, and the laminate adhesive being a double coated pressure sensitive polypropylene film rated at 56 oz/in minimum adhesion per PSTC-1T. The room number portion to use injected molded ABS characters. Grade II Braille to be produced with high pressure surface beading directly below tactile number 3/16 minimum. Braille translation via Duxbury Braille translator. Wood accents shall be fabricated from multi-layered fire-retardant thermo-plastic sheet with a class A decorative embossed film in the finish specified. Color and graphics shall be subsurface digitally printed direct to substrate with a variable dot pattern, UV Ink containing NO VOCs and LED curing. Painting, screen printing, and laminates shall not be used. Surface color or copy is not acceptable unless required for ADA compliance. Behavioral Health Signage: Signs are comprised of a specialized, multi-layered fire-retardant thermoplastic sheet with a Class A decorative film in a wood grain finish. The material must be designed for use in a healthcare environment and be subject to abuse from impact, dents and stains. The material is very thin (not to exceed .45 ), lightweight, pliable and shatter resistant. All corners are fabricated with a consistent radius to prevent sharp edges. Insert pockets are layered carrier material with a sandwiched .02 thick non-glare film for light weight low profile insert signs. All raised/tactile copy is applied to meet ADA and other applicable standards. All braille is grade 2 in clear domes that do not interfere with the visual aesthetic of the carrier finish. Raised Letters and Braille will extend past the base material by 1/32 . All copy and graphic information that is not tactile is applied via silkscreen inks specifically formulated for adhesion to the graphic carrier family of materials and shall be vandal resistant. Any insert graphics are printed via laser toner or pigmented inkjet inks with significant permanence ratings. Inserts are designed to be easily updated by the client onsite with software specifically developed for the application. All signs are wall-mounted via thin-mil VHB tape and silicone adhesive as required. Exterior Signs Manufactured from extruded aluminum alloy --pre-assembled, precision machined sections then disassembled and primed with zinc chromate primer followed by electro-static painting using DuPont Emron two-part catalytic polyurethane 1.5 2.0 mils including primer. Oven baked for 20 minutes at 300 degrees. All extruded aluminum to have a minimum of 75% recycled content. (ASTM B221, B241, B209) UL listed and approved UL48 posted on sign. Site plans to be digitally produced and printed 3D replications of all necessary structures printed on Scotch cal exterior grade vinyl and laminated to 1/8 clear polycarbonate as back plate. Listings shall be digitally reproduced on vinyl and polycarbonate in a similar fashion. All sign extrusions must match existing. All pylon signs must be supported using two interior steel poles direct buried into a concrete footing. INSTALLATION: Requirements Protect products against damage during field handling and installation. Protect adjacent existing and newly placed construction and finishes as much as possible during installation to limit wall damage. Mount signs in proper alignment, level and plumb according to the sign location plan and the dimensions given on elevation and sign location drawings. Where otherwise not dimensioned, signs shall be installed where best suited to provide a consistent appearance throughout the project. When exact position, angle, height, or location is in doubt, contact Resident Engineer for clarification. All pylon signs must be supported using two interior steel schedule 40 poles direct buried into concrete footing Wall restoration (patch/paint) from existing sign removal if required is not part of this project s scope. Exterior - Vendor is responsible for having all public utilities marked prior to any exterior excavation work. The VA will provide the Contractor an underground utility map with clear data points for all private utilities. Exterior - Vendor shall be responsible for excavation, masonry plinths, and concrete foundations. Exterior - Area must be returned to original grade after sign installation. Landscape restoration (replanting of shrubs, flowers, etc.) and utilities to sign locations if required are outside the scope of this project. Prior to installation all locations must be marked and approved by the COR. SUBMITTALS E.2 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS This will be a two-step process. The intent is to use fair, timely, and cost-effective procedures for the solicitation, evaluation and selection of the Offeror most advantageous to the Government. The purpose for utilizing a two- step RFP process is to allow Offerors to respond to the first step in a timely and cost-effective manner and to allow the Government to down-select expeditiously to no more than three firms to proceed to Step Two. Step Two will require a more comprehensive response by the Offerors than was submitted in Step One. The submittals are to be separated into two distinct submittals (two-step process). It should be clearly understood that until an Offeror is notified that it has been selected to proceed to Step Two, there is no reason to prepare the Step Two submittal. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Submittal Requirement (Step One) Project Team: Contractor shall demonstrate that the individual members of their design/project team have extensive experience in the areas discussed above. The Environmental Graphic Designer assigned to the design of the signage system must have significant experience with wayfinding design of large medical centers including other VA Hospitals. The other members of the design and project management team should have at least 5 years of design, signage, and artwork experience. Past Performance: Experience shall include 8 similar projects in the last 10 years, two of which should be other VA or Military Hospitals. Please provide a point of contact, contract number(s), and dollar amount of all 5 projects. A similar project is defined as a design build project including wayfinding design, interior / exterior signage, and installation for a healthcare facility with equal magnitude. Previous experience with BPA contracts is preferable. Management Approach: Vendor shall detail how they manage, plan and implement sign orders to ensure on-time performance, customer service, quality control and adherence to codes. Sign Samples: Vendor shall submit physical samples of the following sign types (refer to drawings for detailed specifications): 8.5 x 8.5 ADA Room ID Type 2 8.5 x 8.5 ADA Room ID w/ Write-on Board for Behavioral Health Type 25 12.25 x 8.5 ADA Room ID w/ Write-On and Patient Notification for Inpatient Wards Type 24 Samples will be evaluated on workmanship, quality, finishes and the ability to match the design standard. Submittal Requirement (Step Two) Short Listed Firm(s) Only Experience with Large Projects: Vendor shall demonstrate experience with planning, coordinating, managing, and implementing an environmental graphics design/ build project in a health care environment that covered multiple campuses, buildings, and roadways over a multi-year period. The scope should include both interior and exterior signage. Case Studies and other supporting documentation should be submitted. Previous experience with BPA contracts is preferable. Product Quality / Specifications: Vendor shall submit detailed manufacturing drawings for all interior and exterior sign components showing conformance with all specification and the ability to provide interchangeable components with the existing system. Any deviation from the specifications and existing sign standard must be clearly noted. Wayfinding & Veteran Design Precepts: Vendor shall demonstrate a proven knowledge of the special needs and design precepts appropriate for specific sub-populations / units within VA patients and healthcare facilities (i.e., mental health units, etc.). Price: Offeror shall submit a bid as follows: (%) percent discount offered from established Federal Supply Schedule contract pricing for SIN# 339950. Provide a copy of your FSS contract. WARRANTY: All manufacturers must offer a standard one-year warranty that product is free from defects in materials and workmanship Includes shipping, parts and labor for the repair or replacement of defective item.
