Point of Contract:� Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: �National Roadside Survey Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) concerns that may be interested in and capable of performing the work described herein to perform studies, research along with efforts to conduct all aspects of the study, including but not limited to, extensive planning with NHTSA; statistical sampling of sites based on population and vehicle traffic; site recruitment and selection; coordination with local officials including law enforcement agencies, scheduling and travel of data collectors across the country; multi-day data collector training; detailed data collection protocols; data collection across the country in all types of weather including late nights and in rural locations for sensitive data; requesting breath and oral fluid samples; OSHA requirements for specimen; specimen storage and transport; forensic toxicology testing of approximately 80 drugs and metabolites; statistical analysis including comparison to past National Roadside Surveys (and discussion of change in drug detection thresholds and drug metabolites); ; and preparation of detailed and nuanced reports. Site and location statistical sampling, and later data collection require interaction with drivers, pedestrians, bicyclists, scooter riders, and those with assistive aides. The research requires approval from an Institutional Review Board and the Office of Management and Budget. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. �NHTSA may; however, later issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA�s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.� This contract addresses the problem of impaired driving. A major component of addressing the impaired driving crash risk question is determining the incidence of drivers on the road with positive blood alcohol concentrations (BACs) and/or who have measurable amounts of drugs in their system. Previous research� has been conducted on the incidence of impaired drivers on the road. This research project will provide current data on the incidence of alcohol-positive and drug-positive drivers through a national roadside survey. The methodology will largely follow from the most recent surveys but will strive for more representative samples of drivers. NHTSA is dedicated to conducting research in an equitable manner, including research topics, and through data collection and analyses. In this study, NHTSA will obtain data from road users other than drivers at our data collection locations. It will also pilot test a methodology for conducting a roadside survey without drivers, focused on other road users as participants. Objective: The objectives of this contract are to perform alcohol- and drugged driving research. At a minimum, the contract covers the topics below. A national roadside survey in 2024 to estimate the prevalence of the following on the nation�s roads. The methodology will be based on nationally representative sampling of drivers, but the contractor shall also include convenience sampling of other road users (pedestrians, bicyclists, etc.) who are readily available at data collection locations. The contractor shall collect and test biological samples to determine prevalence of: drivers and other road users at various BACs (blood alcohol concentrations), drivers and other road users with the presence of various (over-the-counter, prescription, and illegal) drugs, in their system, and drivers and other road users with alcohol and other drugs in their system. Capabilities: The corporate capability statement must address the capabilities necessary to provide specific services to accomplish tasks identified under the Statement of Work (SOW). (see attached) At the time of award, the contractor must have all necessary personnel, facilities and equipment to conduct the following: The Contractor shall: Examine Methodological Issues 1.� Discuss in a letter report the broad methodological approaches of the previous five national roadside surveys, most notably the 2013-2014 survey, including sampling, and consider which components worked well, and whether any components could be restructured or otherwise improved. 2.� Conduct data collection to learn about other road users as well, the Discuss methodology to �answer these research questions: ����������� What protocol components are needed for obtaining participation from pedestrians, bicyclists, electric scooter riders, and those using assistive aids? ����������� What is the prevalence of alcohol in these road users? ����������� What is the distribution of BACs of these road users? o��������� What percentage of road users have a BAC of .05, .08, and higher? ����������� What is the prevalence of selected over-the-counter, prescription, and illegal drugs in the systems of these road users? What percentage of these road users are both alcohol-positive and drug-positive?� o��������� What percentage of .05 and .08 and higher BAC drivers are also drug-positive? ����������� What information is available on road users who decline to participate in the interview and to provide breath and/or oral fluid (e.g., what are the demographics of these drivers, is there information on alcohol or drug use)? This question addresses non-response bias. ����������� What is the relative additional cost for obtaining information from non-drivers? Once a site and locations are selected and a team is readied for a survey of drivers, how many more team members (and training, etc.) is required for the same team to also obtain information from the other road users (pedestrians, bicyclists, etc.)? In addition, looking at the drivers and non-drivers together: What is the prevalence of all alcohol-positive road users? What is the distribution of BACs of all road users? What percentage of all road users have a BAC of .05, .08, and higher? What is the prevalence of selected over-the-counter, prescription, and illegal drugs in the system of all road users? What percentage of road users are both alcohol-positive and drug-positive? 3.� Assist NHTSA with Paperwork Reduction Act (PRA) clearances for survey development (and any needed revisions) of the approval application package for the Office of Management and Budget (OMB). This shall include methodology, survey questions, and analysis for both the driver-focused survey and survey of non-drivers. 4.� Conduct the data collection in sites across the country. 5. Conduct data analysis to answer the research questions noted above and throughout the SOW. 6..� Produce a final report describing findings on the driver-focus roadside survey, and another on the pilot test of non-driver other road user survey ensuring the reports are internally consistent from start to finish, and that the conclusions flow from the objectives, methodology and information included in the report. 7. Produce a final cleaned data set with documentation for future government and public use. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, Service Disables Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such.
