Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. �This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees. The Government requires the purchase of one Femtosecond Fiber Laser, and one Low Noise, High Power, Polarization Maintaining Optical Fiber Amplifier Femtosecond Fiber Laser Wavelength tunable from 1530 nm to 1560 nm -Pulsewidth: ~ 10 ps (One 1 nm Bandpass Filter Cartridge included) -Pulsewidth tunable 5 ps to 20 ps with optional cartridges -Pulse repetition rate: 5 MHz � 0.2 MHz -Average output power: > 1 mW -Polarization Maintaining output with PER > 20 dB -High Speed Electrical Sync Output -Secondary optical output Pulse Repetition Rate (PRR) convertor for Femtosecond Fiber Laser -Convert a 5 MHz to 20 MHz or vice versa -Requires disconnecting or connecting ~30 meter long PM fiber spool Filter Cartridges (Available filter bandpass: 3 nm, 2 nm, 1.6 nm, and 1 nm) x3 Low Noise, High Power, Polarization Maintaining Optical Fiber Amplifier -Saturated output power: > 23 dBm @ -20 dBm of input power -Gain Spectral range = 1527 � 1565 nm -Signal gain = > 40 dB @ -30 dBm input power -Input power range: None to +15 dBm -Noise figure: 20 dB -Core pumped preamp and power amp without independent access to preamp and power amp -RS-232 Communications Interface -2U Rack Mountable or 2U Bench top box Mid-Stage Access for Low Noise, High Power, Polarization Maintaining Optical Fiber Amplifier Input/Output Power Monitors for Low Noise, High Power, Polarization Maintaining Optical Fiber Amplifier -Digital display of Input and output powers -Optical monitors for both Input & Output signals To fulfill the requirement, the Government intends to negotiate a sole source contract with: PriTel, Inc. PO Box 4025 Naperville, IL 60567-4025 The Government has determined that no other source can meet this requirement. �This system is unique to PriTel, inc. with all the specifications listed above. The requirement is sole source only for Pritel equipment due to Pritel being the only known manufacturer of a system that meets the specifications. The experiments planned and taking place in the in house quantum lab require a tunable pulse width telecom laser from 5ps to 20ps. This is required to pump down conversion experiment. Different types of down conversion and different experimental configurations require tunable pulse widths and significant optical powers. High repeatbility of between changes in widths is required. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 April 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
